<br /> WHEREAS, the Emergency Services and Disaster Law of 1973 re-
<br />quires that the State and each ~ounty and city within the state
<br />develop and maintain a currentEmergency Operations Plan (EOP); and
<br />
<br /> WHEREAS, the Virginia Department of Emergency Services has
<br /> received and approved the local Emergency Operations Plan; and
<br />
<br /> WHEREAS, the Federal Emergency Management Agency, which parti-
<br />ally funds the Emergency Services and Communications Department als¢
<br />requires official approval of the EOP by City Council.
<br />
<br /> NOW, THEREFORE BEi IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia that the Council does hereby approve the Emer-
<br />gency Operations Plan developed by the Emergency Services Coordinate
<br />~for the City of Portsmouth, Virginia.
<br />
<br /> BE IT FURTHER RESOLVED that the Council of the city of Ports-
<br /> mouth authorizes the City Manager to submit this plan and any othe~
<br /> information requested as a condition of continued Federal Emergency
<br /> Management Agency funding."

<br /> 87-415 - Letter from the City Manager recommending adoption~ 0f
<br /> a motion to refund $17.21 (without interest) to Michael Matovich,
<br /> Jr. for Business License.
<br />
<br /> "The Commissioner of Revenue is requesting a refund on 1987
<br />Business license in the amount of $17.21, without interest, to
<br />Michael Matovich, Jr., 24 Cypress Road, Portsmouth, Virginia 23701.
<br />
<br /> Mr. Matovich ceased operation on August 21, 1987. He paid
<br />$67.21 for his license, since the minimum license fee is $50.00, a
<br />refund of the difference only is requested.
<br />
<br /> I recommend that Council adopt this motion, and a refund be
<br />granted."
<br />
<br /> Motion of Mr. Gray and seconded by Mrs. Webb, that refund in
<br />the amount of $17.21,· without interest, be granted to Michael
<br />Matovich, Jr., 24 Cypress Road, Portsmouth, Virginia 23701, as
<br />requested, and was adopted by unanimous vote.

<br /> 87-416 - Letter from the City Manager recommending adoption of
<br /> a motion to refund $72.00 (without interest) to Elaine K. Land,
<br /> t/a ~aylaine Manor, for residential Rental Business license.
<br /> "The Commissioner of Revenue is requesting a refund on 1987
<br /> Residential Rental Business License in the amount of $72.00, witho~
<br /> interest, to Elaine K. Land, 200 Park Road, Portsmouth, Virginia,
<br /> 23707.

<br /> Ms. Land purchaseda rentalticense on May 1, 1987 which six
<br /> rental units at 100 Riverside Drive were added, a duplicate license
<br /> for the same six units were purchased on June 2, 1987.
<br /> I recommend that Council adopt this motion, and a refund be
<br /> granted."
<br />
<br /> Motion Mr. Simpson and seconded by Mr. Gray, that refund in
<br /> the amount of $72.00, without interest, be granted to Elaine K. Lan
<br /> 200 Park Road, Portsmouth, Virginia 23707, as requested, and was
<br /> adopted by unanimous vote.
