The City Engineer <br />recommends that the project be awarded to the low bidder. Funds <br />remain from previous appropriations to cover the cost of the <br />project, therefore, no appropriation is necessary. <br /> <br /> I, therefore, concur with the City Engineer and recommend <br />that City Council award a construction contract to the low bidder <br />Vico Construction Corporation, in the amoun~ of $21,295.80. <br /> <br /> Motion of Mrs. Lucas and seconded by Mrs. Webb, to award <br />the contract to Vico Construction Corporation, being low bidder, <br />and was adopted by unanimous vote. <br /> <br /> 87-414 Letter from the City Manager recommending adoption <br />of a motion to recognize the existing CAER Committee as the Local <br />Emergency Planning Committee. <br /> <br /> "The Superfund Amendments and Reauthorization Act were enacte. <br />in Congress ~n October, 1986. Title III of this Act requires <br />federal, state and local governments as well as industry to develo' <br />coordinated emergency responses plans. Additionally, the General <br />Assembly passed House Bill 1172 which~provided for the establish- <br />ment of a Virginia Emergency Response Council (VAERC). VAERC has <br />designated Portsmouth as one of Virginia's local planning district <br /> <br /> Consistent with this designation, the Director of Emergency <br />Services, Mr. Donald E. Brown, has been working with Virginia <br />Chemicals, Procter an~ Gamble and the Virginia Port Authority to <br />develop a Community Awareness and Emergency Response Committee <br />(£AER). Please find attached a full listening of the forty-six <br />(46) member committee. Mr. Brown should be commended for his <br />efforts. <br /> <br /> Since the CAER committee is in place and operational, I am <br />requesting that you recognize the existing committee members as <br />the Local Emergency Planning Committee by approving the attached <br />resolution." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the follow. <br />ing resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION APPROVING THE EMERGENCY OPERATIONS PLAN <br />OF THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, the Council of the City of Portsmo~th~ Virginia, <br />recognizes the need for a planned response to extraordinary emer- <br />gency situations; and <br /> <br /> <br />
