460 <br /> <br />September 22, 1987 <br /> <br /> 87-412 Letter from the City Manager recommending adoption <br />of a resolution approving the City's Emergency Operations Plan. <br /> <br /> "As you know, the Emergency Services and Communications Depar <br />merit receives partial funding from the Federal Emergency Management <br />Agency (FEMA). One of the FEMA requirements is review and approval <br />of our updated Emergency Services. Additionally, official approval <br />of the EOP by City Council is required. <br /> <br /> You recently received a copy of the Portsmouth Emergency <br />Operations Plan (EOP). I consider it appropriate to acknowledge <br />the hard work and contributions of Councilman J. Herbert Simpson <br />in the initial development of the EOP. Mr. Donald E. Brown, the <br />current Director, has continued Mr. Simpson's efforts. Both Mr. <br />Simpson and Mr. Brown deserve positive recognition f~r their <br />contributions. <br /> <br /> The Firginia Department of Emergency Services has reviewed <br />and approved our local plan. I am now requesting your approval <br />the attached resolution in accordance with the requirements of <br />Federal Emergency Management Agency. <br /> <br /> On motion of Mr. Simpson and seconded by Mrs. Lucas,~the <br />following resolution was adopted, and by the following vote: <br /> <br /> "A RESOLUTION APPROVING THE EMERGENCY OPERATIONS PLAN OF <br /> THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> of <br />the <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Viryinia <br />recognizes the need for a planned response to extraordinary emergez <br />situations; and <br /> <br /> WHEREAS, the Emergency Services and Disaster Law of 1973 re- <br />quires that the State and each county and city within the slate <br />develop and maintain a current Emergency Operations Plan (EOP): <br />and <br /> <br /> WHEREAS, the Virginia Department of Emergency Services has <br />received and approved the local Emergency Operations Plan; and <br /> <br /> WHEREAS, the Federal Emergency Management Agency, which <br />partially funds the Emergency Services and Communications Depart- <br />ment also requires official approval of the EOP by City Council. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that the Council does hereby approve the <br />Emergency Operations Plan developed by the Emergency Services <br />Coordinator for the City of Portsmouth, Virginia. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Portsm~ <br />authorizes the City Menager to submit this plan and any other in- <br />formation requested as a condition of continued Federal Emergency <br />Management Agency funding." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle~ <br />Nays: None <br /> <br /> 87-413 Letter from the City Manager recommending adoption o <br />a motion to award contract to responsive, low bidder for installatJ <br />of drainage pipe and structures on Twin Pines Road from Terry Stre¢ <br />to Swannanoa Drive. <br /> <br /> ~"In conjuction with their approved site plan, the Church of <br />the Lord Jesus Christ of the Apostolic Faith was required to instal <br />a 1S" drain line on Twin Pines Road, Future plans for drainage in <br />this area required a 24" pipe. Therefore, we decided to install ti <br />pipe ultimately required in the same location utilizing Matching <br />Development Funds with the Church paying their share, which was thc <br />cost of a 15" pipe ($10,500). <br /> <br />~th <br /> <br /> <br />
