June 27,2000 <br /> <br />Purpose and Need: <br /> <br />· The State provides funding of services for troubled and at-risk youth and their <br />families that are child-centered, family-focused and community-based. These services <br />are coordinated through the Community and Policy Management Team (CPMT) that <br />consists of representatives of the following agencies: Social Services, Courts, School <br />System, Health Department, Behavioral Health Care and selected private organizations. <br /> <br />· The amount of funds initially authorized by the State is not sufficient for covering the <br />costs of services for the remainder of the fiscal year. <br /> <br />· The State has approved a supplemental allocation for FY 2000 that exceeds the <br />approved City budget amount, therefore a supplemental appropriation to increase the <br />total budget is necessary. <br /> <br />Financial Impact: <br /> <br />· The cost to the City's General Fund is approximately $109,000. This amount is to <br />be funded from projected savings in the annual transfer to the Department of Social <br />Services. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE FY 2000 ANNUAL OPERATING BUDGET BY <br />APPROPRIATING AN ADDITIONAL $450,000 IN THE COMPREHENSIVE SERVICES <br />ACT FUND." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 145 - Adoption of an ordinance to amend Chapter 35 of the Code of the City of <br />Portsmouth, Virginia (1988) by amending Sections 35-406, 35-407, 35-407.1, 35-407.2, <br />35-409, 35-410, 35-411, and 35-416 thereof pertaining to restaurant food tax. <br /> <br />These changes are necessary to bring the City Code into compliance with recent <br />changes to the State Code of Virginia regarding the removal of a tax on certain <br />grocery items. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Chapter 35 of the Code of the City of <br />Portsmouth, Virginia (1988) by amending Sections 35-406, 35-407, 35-407.1, 35-407.2, <br />35-409, 35-410, 35-411, and 35-416 thereof pertaining to restaurant food tax. <br /> <br />Purpose and Need: <br /> <br />· Beginning July 1,2000, local governments that levy a meal tax will have to collect <br />the tax in accordance with HB 255 that passed in the General Assembly this year <br />regarding removal of tax on grocery items. <br /> <br />· The legislation reduces the revenue loss by allowing localities to continue taxing <br />meals, sandwiches, salads and certain beverages. <br /> <br />Financial Impact: <br /> <br />· The financial impact is unknown at this time. <br /> <br /> <br />
