June 27,2000 <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 35-406, 35-407, 35- <br />407.1, 35-407.2, 35-409, 35-410, 35-411, AND 35-416 THEREOF PERTAINING TO <br />RESTAURANT FOOD TAX." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 146 - Adoption of an ordinance to amend Sections 22-611, 22-642 and 22-664 of <br />the Code of the City of Portsmouth increasing the penalty for parking violations from <br />$10 to $20. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Sections 22-611, 22-642 and 22-664 of the <br />Code of the City of Portsmouth increasing the penalty for parking violations from $10 to <br />$2O. <br /> <br />Purpose and Need: <br /> <br />· The proposed amendment to increase parking violation penalties will assist the City <br />in regulating the anticipated need for an increase in parking spaces in the downtown <br />area. <br /> <br />Financial Impact: <br /> <br />· The increase in parking penalties will increase revenues for the City by way of the <br />penalties paid by violators. It is unknown at this time how much increase is to be <br />anticipated. <br /> <br />1. Ed Forlines, 620 High Street, spoke in favor of increasing fees, but suggest that we <br /> add a tiered fine system for habitual offenders. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 22-611(b), 22-642(b), <br />AND 22-664(c) THEREOF PERTAINING TO PENALTIES FOR PARKING <br />VIOLATIONS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 147 - Adoption of the following resolutions related to providing a new municipal <br />facility to house the Department of Social Services and Public Health Department. <br /> <br /> a. Adoption of a resolution authorizing the City Manager to enter into a <br />development agreement with GEM Portsmouth High, LLC to construct a municipal <br />facility to house the Department of Social Services and the Public Health Department. <br /> <br /> b. Adoption of a resolution approving a ground lease between the City and <br />GEM Portsmouth High, LLC of the property on which the municipal facility is to be built. <br /> <br /> c. Adoption of a resolution to enter into an approximately twenty-year, general <br />obligation lease agreement, with an estimated principal amount not to exceed $13 <br />million. <br /> <br />Recommendations: <br /> <br />A. Adoption of a resolution authorizing the City Manager to enter into a development <br />agreement with GEM Portsmouth High, LLC to construct a municipal facility to house <br />the Department of Social Services and Public Health Department. <br /> <br /> <br />
