June 27,2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, June 27, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to approve the minutes of a <br />Called Meeting on June 12, 2000, a Called Meeting on June 13, 2000, a Regular <br />Meeting on June 13, 2000, and a Called Meeting on June 20, 2000, and was adopted <br />by unanimous vote. <br /> <br />00 - 141 - Presentations: <br /> <br />Special presentation to Portsmouth's Strong, Smart and Bold Women: Adelaid <br />Eberly, Catherine Dixon, Deloris Overton, Dr. Lydia Patton and Joyce Hyman. <br /> <br />Special presentation to Dr. Patton with the Department of Parks, Recreation and <br />General Services of the Tim Reid Celebrity Weekend Trophy. <br /> <br />- Public Hearings - <br /> <br />00 - 142 - Public hearing on a resolution authorizing a development agreement for the <br />construction of a new municipal facility to house the Department of Social Services and <br />the Public Health Department, including an authorization to enter into an approximately <br />twenty-year, general obligation lease agreement with an estimated principal amount not <br />to exceed $13,000,000. <br /> <br />There were no speakers. <br /> <br />00 -143 - Public hearing on use permit application: <br /> <br />(a) UP-00-11 <br /> <br />DOWNTOWN NEIGHBORHOOD - Lori Ann Eanes requests a use <br />permit to operate a restaurant at 623 High Street. <br /> <br />1. Lori Eanes, 623 High Street, spoke in favor of use permit. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Robinett, to concur with the <br />recommendation of the Planning Commission that UP-00-11 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />00 - 144 - Adoption of an ordinance to appropriate $450,000 for fiscal year 2000 in the <br />Comprehensive Services Act Fund. <br /> <br />The State has approved a supplemental allocation that exceeds the approved <br />City budget amount; therefore a supplemental appropriation is necessary. This <br />funding provides services for troubled and at-risk youth and their families. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $450,000 for fiscal year 2000 in the <br />Comprehensive Services Act Fund. The sources of funding for this appropriation are <br />$341,000 in State funds and an increased General Fund transfer of $109,000. <br /> <br /> <br />
