Maintain a copy of amended rules in Clerk's Office for public information and use. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION ADOPTING AMENDED RULES OF ORDER AND PROCEDURE OF <br />PORTSMOUTH CITY COUNCIL. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />attached amended Rules of Order and Procedure of Portsmouth City Council be, and <br />hereby are, adopted." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 478 - Adoption of a resolution authorizing the City Manager to execute a <br />Memorandum of Understanding with the Portsmouth Museums Foundation <br />accepting the donation of funds to improve the Portsmouth Art and Cultural <br />Center Annex and approving its use by the Elizabeth River Artists Club. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Estate of Dorothy Scott proposes to make a gift of $90,000 to the <br />Portsmouth Museum Foundation (PMF), stipulating that a portion be used for renovating <br />a 620 s.t. room on the ground floor of the Portsmouth Art and Cultural Center Annex <br />(formerly "Courthouse Galleries Annex") at 420 High St. for art instruction. The <br />estimated cost of the room renovation is $12,000. <br />. The gift will also stipulate that the Elizabeth River Artists Club (ERAC), of which <br />Mrs. Scott was a former member, be permitted to use the room for monthly meetings, 2 <br />hours weekly for painting and that PMF be permitted to install a plaque next to the room <br />entrance. <br /> <br />Discussion: <br />. The room in the Annex is not currently used. It was most recently used as part of <br />Andalo's Clubhouse during the renovation of the Children's Museum of Virginia. The <br />ground floor of the Annex building also includes the Galleries Gift Shop, art exhibit case <br />storage, and space for art education programs and performances. <br />. Use of the space by ERAC as proposed will have no impact on the operation of <br />the Portsmouth Art and Cultural Center Annex by the Department of Museums. <br />. Staff has considered long-term uses of the Annex building and believes that this <br />gift and its conditions are consistent with continued use of the building for art education, <br />Courthouse Galleries Gift Shop and art collection storage. <br />. The proposed Memorandum of Understanding (MOU) specifies the obligations of <br />the Portsmouth Museums Foundation and the City for the donation, construction of <br />improvements, and reserved use of the space by the ERAC. <br /> <br />Financial Impact: <br />.
