<br />December 13. 2011 <br /> <br />Next Steps Following Council Action: <br />. Execution of the Scott Estate and donation to PMF. <br />. City procures and constructs improvements to room funded by PMF. <br />. Department of Museums uses improved room for art programming and for ERAC <br />as specified in MOU. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A <br />MEMORANDUM OF UNDERSTANDING WITH THE PORTSMOUTH MUSEUMS <br />FOUNDATION ACCEPTING THE DONATION OF FUNDS TO IMPROVE THE <br />PORTSMOUTH ART AND CULTURAL CENTER ANNEX AND APPROVING ITS USE <br />BY THE ELIZABETH RIVER ARTISTS CLUB. <br /> <br />WHEREAS, the Estate of Dorothy G. Scott ("Scott Estate") a former member of <br />the Elizabeth River Artists Club ("ERAC") wishes to donate the sum of $90,000 to the <br />Portsmouth Museums Foundation ("Foundation"); and <br /> <br />WHEREAS, the Scott Estate desires that an amount not to exceed $12,000 be <br />used by the Foundation to renovate a room in the Portsmouth Art and Cultural Center <br />as a place for the ERAC members to paint and to hold their monthly meetings; and <br /> <br />WHEREAS, the Portsmouth Museums have identified a room in the Center <br />Annex that is available for such uses; and <br /> <br />WHEREAS, the Foundation and the Portsmouth Museums deem it advisable to <br />enter into a Memorandum of Understanding concerning the use of the funds and the <br />renovated room in the Annex. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby expresses its sincere appreciation to the Estate of Dorothy of G. <br />Scott for its generous gift to the Portsmouth Museums Foundation and for designating a <br />portion of the gift to improving the art facility at the Portsmouth Art and Cultural Center. <br /> <br />BE IT FURTHER RESOLVED that the City Manager or his designee is <br />authorized to enter into a Memorandum of Understanding with the Portsmouth <br />Museums Foundation outlining the responsibilities of each party with respect to the <br />funds and the use of the renovated room in the Center Annex by the Elizabeth River <br />Artists Club." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 479 - Adoption of a resolution proposing that Charter amendments <br />requiring a balanced City budget and the creation of an Auditor position to be <br />appointed by the City Council be adopted by the 2012 Virginia General <br />Assembly. Vision Principles: Bold New Directions, World Class Maritime <br />Center, Thriving Neighborhoods and a Sense of Community, A Robust and <br />Prospering Economy, Lifelong Learning Community, and Pride of Past, Promise <br />of Future. <br /> <br />Background: <br />. At a special meeting with the Portsmouth State Delegation on October 12, 2011, <br />City Council discussed forwarding several proposed amendments to the current City <br />Charter for approval by the 2012 General Assembly, including the following: <br />o Amend and reenact the Charter formally requiring the City annually adopt <br />a balanced budget. <br />o Amend and reenact the Charter authorizing the City Council to appoint an <br />independent City Auditor, appointed by and reporting solely to Council. <br />. These proposed Charter amendments were included in the Legislative Packet <br />adopted by City Council resolution at its meeting on October 25, 2011. <br />
