Barnes, E. G. Corprew, <br />Jr., J. Robert Gray, L. Louise Lucas, J. Herbert Simpson, <br />Gloria O. Webb, George L. Hanbury, II, City Manager, Steven <br />Lieberman, City Attorney. <br /> <br /> Rev. Emory E. Byrum, Pastor of Cradock Baptist Church, opened <br />the meeting with prayer, followed by the Pledge of Allegiance to <br />the Flag. <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, minutes of a <br />called meeting of October 12, 1987; minutes of ~ called meeting of <br />October 13, 1987; minutes of~the regular meeting of October 13, <br />1987; and minutes of a called meeting of October 20, 1987, ~9 be <br />approved as received, and was adopted by unanimous vote. <br /> <br /> Mayor Holley welcomed all visitors in attendance, and <br />recognized Mrs. Dussia's History class and other students from <br />Churchland High School. <br /> <br /> 87-454 - Certificate of Appreciatioh was presented to John M. <br />Taylor of the Cable Television Commission, for services rendered. <br /> <br /> 87-455 - Mayor Holle¥ presente~ a memento to members of the <br />Portsmouth Flag Associates, Inc., as a symbol of democracy and <br />patriotism for the establishment of the Flag in the Riverfront <br />Park. <br /> <br /> - UNFINISHED BUSINESS - <br /> <br /> Vice Mayor Webb requested that Item 87-441 (d) be removed <br />from the Consent Agenda. <br /> <br />Consent Agenda <br /> <br /> On mOtion Mrs. Webb and seconded by Mr. Barnes, the following <br />items approved on first reading at the Public Hearing of October <br />13, 1987, were adopted on final reading, and.by the following <br />vote: <br /> <br /> 87-441 Rezoning and code amendment: <br /> <br />(b)~ <br /> <br />(e) <br /> <br />"ZONING AMENDMENT ORDINANCE Z 87,23." <br /> <br />"AN ORDINANCEiTO AMEND THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTION <br />40-99 THEREOF, PERTAINING TO CERTIFICATES OF <br />APPROPRIATENESS." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br />Item removed from Consent Agenda was presented: <br /> <br />87-441 Group housing project: <br /> <br />(d) GHP 87-12 <br /> <br />OLDE TOWNE NEIGHBORHOOD: Group <br />housing project application of <br />Philp M.
