<br />November 22. 2011 <br /> <br />BE IT FURTHER RESOLVED that the Virginia Department of Transportation is <br />requested to establish the replacement of northbound lanes of the Churchland Bridge as <br />an urban highway project." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 453 - Adoption of a resolution authorizing the Director of Public Utilities to <br />approve change orders in excess of 25% of the original design contract with <br />Robert G. Dashiell, Jr., P.E., Inc., for improvements to the Water Street Pump <br />Station. Vision Principles: A Robust and Prospering Economy and Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Water Street Pump Station is one of the older pump stations in the sewer <br />system. As part of overall utility improvements as called for in the Downtown Master <br />Utility Plan, upgrades are needed at this pump station, including the addition of a <br />generator for stand-by power, new pumps, etc. <br />. The existing site footprint is extremely small. Early in the original design process, <br />it became apparent that additional space would be required to make the necessary <br />improvements. It was determined adding a second floor would be possible and <br />practical. The plans for a second floor have already been approved by the Downtown <br />Design Committee and will match architecturally what is already at this location. <br /> <br />Discussion: <br />. Robert G. Dashiell, Jr., P.E., Inc., the Design Engineer for this project, will need <br />to do a substantial amount of redesign and new design to incorporate these changes. <br />Although unspent funds remain from the original task order to complete this work, <br />additional design fees are necessary. <br /> <br />Financial Impact: <br />. Approval of the Resolution and subsequent change order will add approximately <br />$53,000 in additional design expense to this project. <br />. Funds earmarked for project contingencies and for infrastructure improvements <br />are available in the Public Utilities Capital Budget and will fund this additional expense. <br /> <br />Recommended Action: <br />. Adoption of the proposed resolution to exceed the 25% limit of allowable change <br />orders to the Water Street Pump Station Improvements Project contract to cover the <br />additional expenses due to the substantial redesign required in order to make the <br />necessary improvements. Vision Principles: A Robust and Prospering Economy and <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps following City Council Action: <br />. Design will be completed to meet all necessary standards and project will be put <br />out to bid. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC UTILITIES TO <br />APPROVE CHANGE ORDERS IN EXCESS OF 25% OF THE ORIGINAL DESIGN <br />CONTRACT WITH ROBERT G. DASHIELL, JR., P.E., INC., FOR IMPROVEMENTS <br />TO THE WATER STREET PUMP STATION. <br /> <br />WHEREAS, the Downtown Master Utility Plan calls for extensive upgrades to the <br />Water Street Pump Station, one of the oldest pump stations in the City; and <br /> <br />WHEREAS, due to unforeseen conditions, the initial plan to design a horizontal <br />expansion of the pump station has been determined unfeasible and has been replaced <br />with a plan to add a second floor to the pump station; and <br />
