<br />November 22. 2011 <br /> <br />Discussion: <br />. The use of Revenue Sharing funds made available by the VDOT can provide <br />funds for a portion of the replacement cost. <br />. Revenue Sharing funds are available now on a one to one match and can be <br />requested to fund half of the cost of design estimated at $2,500,000. <br />. Additional Revenue Sharing funds can be requested when we are ready to begin <br />the construction phase. <br /> <br />Financial Impact: <br />. With this council action the City of Portsmouth would commit to providing <br />$1,250,000 in city funds to receive $1,240,000 from VDOT towards the bridge <br />replacement design. $10,000 of the Revenue Sharing funds would be retained by VDOT <br />for administrative expenses. <br /> <br />Recommended Action: <br />. Adoption of a resolution (1) committing $1,250,000 in appropriated funds as <br />matching funds for a $1,250,000 grant in Revenue Sharing funds from the Virginia <br />Department of Transportation (VDOT) towards the design of the northbound lane <br />replacement of Churchland Bridge (2) approving a Project Programming Resolution <br />requesting VDOT to establish an urban system highway project for replacement of the <br />northbound side of the Churchland Bridge. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, voiced is support for this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION (1) COMMITTING $1,250,000 IN FUNDS APPROPRIATED IN THE FY <br />2011-12 CAPITAL IMPROVEMENTS FUND AS MATCHING FUNDS FOR A <br />$1,250,000 GRANT IN REVENUE SHARING FUNDS FROM THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION (VDOT) TOWARDS THE DESIGN OF THE <br />NORTHBOUND LANE REPLACEMENT OF CHURCHLAND BRIDGE AND (2) <br />REQUESTING VDOT TO ESTABLISH AN URBAN SYSTEM HIGHWAY PROJECT <br />FOR REPLACEMENT OF THE NORTHBOUND SIDE OF THE CHURCHLAND <br />BRIDGE. <br /> <br />WHEREAS, revenue sharing funds are available through the Virginia Department <br />of Transportation (VDOT) on a one-to-one match for estimated design costs of <br />$2,500,000 related to the replacement of the northbound lanes of the Churchland <br />Bridge; and <br /> <br />WHEREAS, VDOT procedures require that the City commit to providing <br />$1,250,000 as the City's match for the estimated design costs; and <br /> <br />WHEREAS, the City has previously appropriated sufficient funds in the FY 2011- <br />12 Capital Improvements Fund to cover such costs; and <br /> <br />WHEREAS, VDOT procedures also require that the City adopt a resolution <br />requesting that VDOT establish the Churchland Bridge project as an urban highway <br />project. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it commits the sum of $1,250,000 in the FY 2011-2012 Capital <br />Improvements Fund as the City's qualifying match for revenue sharing funds for the <br />design costs of new northbound lanes of the Churchland Bridge. <br />
