<br />November 22. 2011 <br /> <br />WHEREAS, Robert G. Dashiell, Jr., P.E., Inc., the Design Engineer for this <br />project, will need to do a substantial amount of redesign and new design to incorporate <br />these upgrades in the new building footprint; and <br /> <br />WHEREAS, Section 12-183 of the City Code requires Council approval to <br />exceed an original contract amount by more than 25% or $50,000, whichever is <br />greater;; and <br /> <br />WHEREAS, the original contract for upgrading and expanding the pump station <br />totaled $81,179; and <br /> <br />WHEREAS, the cost of the redesign and new design will add approximately <br />$53,000 in additional design expense to this project, and will exceed the 25% of the <br />original contract; and <br /> <br />WHEREAS, Section 12-183 of the City Code requires Council approval to <br />exceed an original contract amount by more than 25% or $50,000, whichever is greater. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that, pursuant to Section 12-183 of the City Code, the Director of Public Utilities <br />is authorized to expend the additional $53,000 necessary to complete the redesign of <br />the Water Street Pump Station upgrades." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 454 - Adoption of a resolution calling for non-discriminatory efforts to <br />increase African-American participation in the economic life of the City. Vision <br />Principle: Bold New Directions. <br /> <br />Background: <br />. African-American residents of Portsmouth do not participate proportionally in the <br />City's economy. That shortcoming adversely affects the quality of life for all Portsmouth <br />citizens. The purpose of this resolution is to commit the City to a long-term effort to <br />bring about more complete African-American economic participation, which will <br />ultimately improve the quality of life for all Portsmouth citizens. <br /> <br />Discussion: <br />. The resolution will commit the City to improving African-American participation in <br />the economic life of the City, for the benefit of all citizens. <br />. The efforts to achieve this goal will include, but not be limited to, city contracting. <br />. Actions taken pursuant to the resolution are not predicated on any finding of <br />discrimination by the City, will not create discrimination against any person on the basis <br />of race, and will not involve racial quotas. <br />. Legal and appropriate ways will be developed to encourage city contractors to <br />make good faith efforts to increase minority participation in city contracts without <br />compromising either cost or quality. <br />. A study or studies may be conducted to assist in this effort, and additional <br />staffing may later be required. Any firm hired to conduct a study will be hired through <br />competitive procurement, and in a financially prudent manner. <br /> <br />Financial Impact: <br />. There will be no immediate financial impact. There will be some short-term costs <br />for a possible study or studies, and later for staffing. Those amounts will be disclosed to <br />City Council when they are known with reasonable certainty. It is expected that the <br />long-term financial impact of the resolution will be for a stronger City economy, <br />enhanced self-sufficiency among citizens, and a reduced need for government services. <br /> <br />Recommended Action: <br />.
