<br />November 22. 2011 <br /> <br />Background: <br />. Education and public outreach is a significant component of the City of <br />Portsmouth's stormwater management program. It is one of the required activities of <br />our MS4 Permit. <br />. This grant is for public outreach activities that will occur during FY2012. The <br />VADEQ has already transferred these funds to the City. <br /> <br />Discussion: <br />. The Department of Public Works/Stormwater applied for and received a Virginia <br />Litter and Recycling Grant from the Virginia Department of Environmental Quality. <br />. This grant is for the installation of Mutt Mitt dispensers and bags in municipal <br />parks. <br />. The installation of Mutt Mitt dispensers and bags in municipal parks advocates <br />dog friendly spaces in the community and allows residents to take care of their <br />environment. <br />. The elimination of pet waste reduces a potential source of pollutants for local <br />waterways. <br /> <br />Financial Impact: <br />. There is no matching fund requirement. There is no financial impact to the City <br />as all of the grant funds have already been received by the city. <br /> <br />Recommended Action: <br />. Ordinance to appropriate $13,164 for a Virginia Litter and Recycling Grant <br />received from the Virginia Department of Environmental Quality. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />1. Pat Simons, 801 Mimosa Road, voiced her opposition to this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A VIRGINIA LITTER AND RECYCLING GRANT IN THE <br />AMOUNT OF $13,164 FROM THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL <br />QUALITY AND APPROPRIATING SAID FUNDS IN THE FY 2011-12 GRANTS FUND <br />FOR USE BY THE DEPARTMENT OF PUBLIC WORKS TO CONTROL PET WASTE <br />IN PUBLIC PARKS." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 452 - Adoption of a resolution (1) committing $1,250,000 in funds <br />appropriated in the FY 2011-12 Capital Improvements Fund as matching funds <br />for a $1,250,000 grant in Revenue Sharing funds from the Virginia Department of <br />Transportation (VDOT) towards the design of the northbound lane replacement <br />of Churchland Bridge and (2) requesting VDOT to establish an urban system <br />highway project for replacement of the northbound side of the Churchland <br />Bridge. Vision Principles: Bold New Directions, and Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Background: <br />. The northbound side (towards Churchland) is programmed for replacement in the <br />5 year Capital Improvement Program. It is presently being funded with city funds. We <br />are also in the process of selecting a consultant to design its replacement and anticipate <br />starting that in January of 2012. <br />
