<br />November 22. 2011 <br /> <br />11 - 450 - Adoption of an ordinance renaming the Courthouse Galleries as the <br />Portsmouth Art and Cultural Center and amending Section 19-150 and Appendix <br />A of the Code of the City of Portsmouth, Virginia (2006) to implement said action. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Museums operates the Courthouse Galleries which is housed <br />in the 1846 Courthouse and provides quality educational, cultural and aesthetic <br />experiences in the arts through rotating visual art exhibits, lectures, classes and <br />performances. <br />. For many years the name "Courthouse Galleries" has led to confusion regarding <br />the mission and function of the museum. Some people believe it is still a functioning <br />courthouse. Others think it is a privately owned gallery that is open to the public and <br />sells art. <br />. The Museum and Fine Arts Commission felt that there needed to be research <br />conducted on a new name - one that would more effectively place it in Portsmouth and <br />better reflect the mission of the museum. <br /> <br />Discussion: <br />. The Museum and Fine Arts Commission conducted surveys of approximately <br />400 persons and talked with groups over a period of approximately 3 years. <br />. A second survey was conducted with the top names that were suggested. <br />. The name: "Portsmouth Art and Cultural Center" was the top choice. <br />. A new logo icon has already been developed for the museum to go with a <br />proposed new name. Funds for a new website and new brochures are being funded out <br />of private donations. <br />. If approved, the proposed name change will be phased in beginning in January <br />2012. <br /> <br />Financial impact: <br />. There are no City funds involved in the renaming of the museum. <br /> <br />Recommended Action: <br />. Adoption of the ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Adoption of an ordinance approving the name change for the Courthouse <br />Galleries and changes to the city code to reflect this change. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE RENAMING THE COURTHOUSE GALLERIES AS THE <br />PORTSMOUTH ART AND CULTURAL CENTER AND AMENDING SECTION 19-150 <br />AND APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA <br />(2006) TO IMPLEMENT SAID ACTION." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 451 - Adoption of an ordinance accepting a Virginia Litter and Recycling <br />Grant in the amount of $13,164 from the Virginia Department of Environmental <br />Quality and appropriating said funds in the FY 2011-12 Grants Fund for use by the <br />Department of Public Works to control pet waste in public parks. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br />
