November 24, 19.87 <br /> <br /> MOtion of Mr. Gray and secbnded by Mrs. Webb, th~ <br />following resolution was adoption and by following vote':~ <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE A <br />UTILITY EASEMENT LOCATED IN FIFTH STREET ~ETWEEN HARRISON <br />STREET AND HENRY STREET. <br /> <br /> WHEREAS, by'resolution adoptbd by the Couneil of:~heVCity <br />of Portsmouth., Virginia, on June 23v 1987, t.h~t po~timn of <br />Fifth Street between Harrison Street and Henry Street was <br />closed and vacated as a public street; and <br /> <br /> WHEREAS, at the t-ime O_ said ~a~t~on~ by' Ci'ty Counc~l:~'it was- <br />necessar~to retain an easement for~'public utilities until sucn <br />time as the new.sewage pumping station in the Port Centre <br />Commercial Complex had been'~co~'st~ucted; and <br /> <br /> WHEREAS, s~'id sbwage pumping'stat'ion 'has been co~:structed <br />and accepted by the City; and <br /> <br /> WHEREAS, the easement retained in Fifth Street i~s' no <br />longer n~cessary for public utilit~ purposes. <br /> <br /> NOW, THEREFORE; BE IT RESOLVED by the--C~uncil of the City <br />of Port~mouth, Virginia, that the C:~ty Manager be, a~d' he <br />hereby is, authorized to release the public htility easement <br />located On th% following described property, to-wit: <br /> <br />Ail that certain piece or parcel of land, situate, <br />lying and being in the City of Portsmouth, <br />Virginia, being more particularly described as <br />that portion Of' Fifth Street bounded on the n'orth <br />of the southern Side of Harrison Street and <br />bounded on the south by the northern side of Henry <br />Street. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he <br />hereby'is, authorized to sign such deeds and other doc'uments as <br />may be necessary to carry out the intent of this resoiution. <br /> <br /> Ayes: Corprew, Gray, Lucas, Simpson, Webb, Holley <br /> Nays: None <br /> <br /> 87-506 - Letter from the City Manager reconumending <br />adoption of a resolution to authorize the issuance of <br />$7,920,000 of General Obligation Bonds for the purpose of <br />funding programs of various projects contained in the first <br />year of the 1987-92 Capital Improvement Program. <br /> <br /> "The attached resolution completes the steps needed to <br />impleme'nt the Capital Improvement Program from 1987-88 by <br />authorizing $3,920,000 in General Obligation Bond funding for <br />this first year of the five year plan. The total use 'of <br />General Obligation debt in the 1987-88 CIP is $10,000,0000; <br />however, previous actions by the City Council have authorized <br />$2,080,000 for the Western Freeway pro3ect thereby reducing <br />amount being authorized by this resolution% <br /> <br /> It should be noted that t~e adoption of the resolution <br />does not appropriate ahy funds but provides for the funding <br />source when the projects are submitted for individual <br />appropriation by the Council. I therefore recommend the <br />adoption Of the resolution authorizing the issuance of the <br />General Obligation Bonds." <br /> <br />the <br /> <br /> <br />
