November 24, 1987 87-500 permit application: (a) Zoning Petition Public Hearing on rezoning application and a use Z 87-25 Junius H. Williams, Jr., 1601 representing Virginia Power spoke answer Council questions. MOUNT HERMON NEIGHBORHOOD - Rezoning application of Juni~s H. williams, Jr., District Manager~of'the Virg~ni~a~Power Company~ to ~ezone, prop~tF~located at 3010 Power Street, and ,29~3 and~3089~Watson~ Street~ from Residential R-75 and R-75-S to., .... Industrial M~I-K~ ...... Hamilton Avenue, in favor of the petition and Motion of Mr. Simpson and seconded by Mrs. Webb, to. concur in the recommendation of the Planning Commission, Z-87-25 to~ rezone property located at 3010 Power Street and 2923 and 3009 Watson Street; from~Res~dential~.R-75-and-Rr75~S~to Industrial M-l-K, was approved'on first reading, and was.~ad~pt~d~by~ unanimous vote. (b) Use Permit UP 87-25 DOWNTOWN NEIGHBORHOOD - Use application of P. H. Boyette, Jr., by Mary Johnson, President of the Chisholm Foundation, for a use permit to operate a hospitality-'house for out-of-town visitors to patients in the Naval Hospital and other area hospitals at 313 G~een Street. Ma~M. Johnso~n, 308 North Street, representing Chis,holm House, spoke in support of the application. N~-~an Riggins, 305 Green Street, Apt. F, spoke in support of the Qroject. Motion of Mrs. Webb and seconded by Mr. Simpson, to concur in the recommendation of the Planning Commission, UP 87-25 fo~ a hospitality house for out-of-town visitors to pa%ient~-in t~e Naval Hospital and other area hospitals at 313 Green Street, was approved on first reading~ and was adopted by unan,imous vote. ~ - UNFINISHED BUSINESS - Consent Agenda On motion of Mrs. Webb and seconded by Mr. Simpson, the following items approved on first reading ak the Public Hearing of November 10, 1987, were adopted on final reading, and by the following vote: 87-472 ReZoning and a use permit application, and amendments to the City Code: (d) "AN ORDINANCE TO AMEND THE CODE ,OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTION 40-82 BY ADDING THERETO PARAGRAPH (b) ;PERTAINING TO USES PERMITTED IN THE PRESERVATION P-1 DISTRICT UPON THE GRANTING OF A USE PERMIT."
