Opportunity <br />Project, for services rendered. <br /> <br />Mayor ~olley welcomed all visitors in attendance. <br /> <br />8~7-498 - Human Resources Needs Report. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to receive the <br />report and it'be referred to the City Manager, and speakers on the <br />matter be hear~, and was adopted by unanimous vote. <br /> <br /> Mrs. Elizabeth wllKlnS, Chairperson of the Social Services <br />Advisory Commission, introduced members of the Commission and <br />Mr. Leo Sharpe, Past Chairman of the Social Services Advisory <br />Commission. <br /> <br /> Mr. Leo Sharpe presented th~ report on "The Human Service <br />Needs of the City of Portsmouth, Virginia." <br /> <br /> Constance Law, 119 West Road,-re~resentin? the Virginia <br />Society for Human Life, Inc~, sp~ke in opposition to the <br />recommendations in the report on teenage pregnancy. <br /> <br /> El:eahor 'Bell, 610 'Chandler Harper Drive, did not support the <br />report on teenage pregnancy. <br /> <br /> W.
