<br /> Rev. Stephen L. Moose, Pastor of St. Andrew Lutheran Church,
<br />opened the meeting with prayer, followed by the Pledge of
<br />Allegiance to the Flag.

<br /> Motion of Mrs. Lucas and seconded by Mr. Simpson, minutes of
<br />a called meeting, of November l'0, I1987; minutes of a regular

<br /> 87-497 Certificates of Appreciation was presented to
<br />Thaddeus J. Lawrence, of the Transportation Safety Commission,
<br />and Reverend James Vaughan, Southeastern Tidewater. Opportunity
<br />Project, for services rendered.

<br />Mayor ~olley welcomed all visitors in attendance.

<br />
<br /> Motion of Mr. Gray and seconded by Mrs. Webb, to receive the
<br />report and it'be referred to the City Manager, and speakers on the
<br />matter be hear~, and was adopted by unanimous vote.
<br />
<br /> Mrs. Elizabeth wllKlnS, Chairperson of the Social Services
<br />Advisory Commission, introduced members of the Commission and
<br />Mr. Leo Sharpe, Past Chairman of the Social Services Advisory
<br />Commission.

<br /> Mr. Leo Sharpe presented th~ report on "The Human Service
<br />Needs of the City of Portsmouth, Virginia."
<br />
<br /> Constance Law, 119 West Road,-re~resentin? the Virginia
<br />Society for Human Life, Inc~, sp~ke in opposition to the
<br />recommendations in the report on teenage pregnancy.
<br />
<br /> El:eahor 'Bell, 610 'Chandler Harper Drive, did not support the
<br />report on teenage pregnancy.
<br />
<br /> W. O, Pischnotte, M.D., representing the Virginia Society for
<br />Human Life, Inc., spoke in opposition of clinical work in the
<br />public schools.
<br />
<br /> Patti staples, 434 ShennandQah Street~, spoke against school
<br />based ~health clinics.
<br />
<br /> 87-499 - Public Hearing to~onsider the issuance of
<br />$7,920,000. of General Obligation Bonds of the City of Portsmouth
<br />for the p. urpose of providilng fun~s to pay the cost of ~arious
