<br />October 25. 2011 <br /> <br />Discussion: <br />. The Clerk of Circuit Court has agreed to all of the services and reports required <br />by this grant. <br /> <br />Financial impact: <br />. There is no local cash match required. <br /> <br />Recommended Action: <br />. Adoption of proposed ordinance. Vision Principle: Pride of Past, Promise of <br />Future. <br /> <br />Next Steps Following Council Action: <br />. Review of vendor's work to assure accuracy of indexes and images. If work is <br />satisfactory, payment of vendor for services. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $44,450 RECEIVED BY <br />THE CLERK OF THE CIRCUIT COURT FROM THE LIBRARY OF VIRGINIA AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2011-12 GRANTS FUND." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 431 - Adoption of a resolution granting approval for Eagle Medical <br />Transports, LLC, a private emergency medical services agency, to provide certain <br />transport services within the City of Portsmouth. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Virginia Emergency Medical Services Regulations (12VAC5-31) and Virginia <br />Code S 15.2-955 require that private medical transport businesses receive an <br />ordinance or resolution from the governing body of each locality where the agency <br />maintains an office, stations an EMS vehicle for response within a locality. This <br />ordinance or resolution must specify the geographic boundaries of the agency's primary <br />service area within the locality. <br />. In September 2011, the Founder & Chief Operations Officer for Eagle Medical <br />Transports, LLC requested approval to operate as a non emergency transport service <br />provider within the City of Portsmouth. <br /> <br />Discussion: <br />. Fire Chief Don Horton has reviewed and approved the application for the Eagle <br />Medical Transports, LLC to provide certain non emergency transport services within the <br />City of Portsmouth with the conditions as follows: <br />'" The Eagle Medical Transports, LLC ("Eagle") agrees to limit its transport <br />business to that of non-emergency transports at all times when operating within the City <br />of Portsmouth. <br />'" Eagle agrees that it will not attempt to provide nor respond to emergency <br />situations (commonly known as "911 " calls) within the City, unless requested by the <br />Portsmouth Fire Rescue and Emergency Services Department (PFRES) through a <br />mutual aid agreement. <br />'" Eagle agrees that in the normal course of their transport business, while within <br />the City of Portsmouth, if they become aware of an emergency situation, they will report <br />it immediately to the City of Portsmouth's dispatch center to be handled by PFRES. <br />'" Eagle agrees to maintain to a Virginia Department of Health Office of EMS <br />Agency License and required business license as required by the Code of Virginia. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br />
