<br />October 25. 2011 <br /> <br />Whereas, Senator Frederick M. Quayle during his 19 year tenure in the Senate <br />of Virginia successfully submitted budget amendments and secured over $15,238,764 <br />in State funding for The Children's Museum of Virginia, The Virginia Sports Hall of <br />Fame, the Portsmouth Library, the TCC/Portsmouth Campus and Cedar Grove <br />Cemetery; and <br /> <br />Whereas, as the 13th Senatorial District's representative in the Virginia General <br />Assembly, Senator Frederick M. Quayle served his District with integrity, and <br />distinction; and <br /> <br />Whereas, during his tenure, Senator Frederick M. Quayle worked tirelessly on <br />behalf of not only the constituents of the 13th Senatorial District, but for the general good <br />for all of the citizens of the Commonwealth of Virginia; and <br /> <br />Whereas, Senator Frederick M. Quayle has served Virginia proudly in many <br />professional and civic roles with an enduring commitment to the people of Portsmouth, <br />the 13th Senatorial District and the Commonwealth of Virginia, with an emphasis on the <br />importance of faith and humility in such service; and <br /> <br />Whereas, Senator Frederick M. Quayle is a native of Suffolk, Virginia, a graduate <br />of the T. C. Williams School of Law, University of Richmond (L. LB) and a member of the <br />McNeil Honor Society, University of Richmond Law Notes; practiced law in South <br />Hampton Roads for 40 years and has taught at Christopher Newport University and Old <br />Dominion University; and <br /> <br />Now, Therefore, Be It Resolved by the Portsmouth City Council in <br />acknowledgement of his dedicated service and inspired leadership as Senator of the <br />13th Senatorial District that this Commending Resolution be adopted; and <br /> <br />Be it Resolved Further, that the Clerk of the City of Portsmouth prepare a copy <br />of this Commending Resolution for presentation in honor of Senator Frederick M. <br />Quayle as an expression of the City's gratitude and appreciation for his many years of <br />service to the City of Portsmouth and the Commonwealth of Virginia." <br /> <br />. Proclamation presented to Boy Scout Troop #233 and the CERT Team. <br /> <br />- City Manager's Report - <br /> <br />11 - 430 - Adoption of an ordinance accepting a grant in the amount of $44,450 <br />received by the Clerk of Circuit Court from the Library of Virginia and <br />appropriating said amount in the FY 2011-12 Grants Fund. Vision Principle: Pride <br />of Past, Promise of Future. <br /> <br />Background: <br />. This is a request for funding conversion of 46 chancery order books and 8 <br />microfilm chancery order books. The chancery records date from July 1975 to August <br />1999. The images are to be available via Secure Remote Access (Logan System) with <br />access limited to the staff of Portsmouth Circuit Court Clerk's Office. Public view <br />stations and hard copies of the records and indexes would provide the general public <br />access to the records. <br />. This project would provide a consolidated index of all chancery cases from 1975 <br />to 1999. This time period does not have a consolidated index. The current index books <br />do not have all of the cases and the indexes do not refer to book and page for the <br />Chancery Order Books. The indexes refer to a case number that is no longer used. <br />. This project would allow the records to be indexed into a computerized relational <br />database. The staff would be able to search the database by party name, case number, <br />business name or book and page. Once the index entry is found, the image will be <br />available in the system. <br />. A microfilm copy of the indexes would be provided to the Library of Virginia. <br />
