<br />At a Regular Meeting of the City Council on Tuesday, October 25, 2011, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson.
<br />
<br />Pastor Walter Hunting opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag led by Boy Scout Troop #233.
<br />
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meeting of October 11, 2011, of a Regular Meeting of October 11, 2011, and of a
<br />Called Meeting of October 12, 2011, and was adopted by the following vote:

<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright

<br />
<br />11 - 429 - Presentations:
<br />
<br />. Adoption of a resolution to honor retiring Senator Frederick M. Quayle for his service
<br />in the Virginia General Assembly on behalf of the City of Portsmouth.
<br />
<br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />"Resolution to honor retiring Senator Frederick M. Quayle for his service in the
<br />Virginia General Assembly on behalf of the City of Portsmouth.
<br />
<br />Whereas, Frederick M. Quayle, was elected to the Senate of Virginia in 1991,
<br />and has served on the Senate Committees of Courts of Justice, Education and Health,
<br />Finance, Local Government and Rules; and
<br />
<br />Whereas, as a Virginia State Senator since 1992 representing the 13th Senatorial
<br />District, Senator Frederick M. Quayle represented all or part of nine different cities and
<br />counties to include the cities of Portsmouth, Suffolk, Chesapeake, Hopewell and
<br />Franklin; and the counties of Isle of Wight, Surry, Prince George and Southampton; and
<br />
<br />Whereas, during Senator Frederick M. Quayle's 19 year tenure in the Senate of
<br />Virginia, he convinced the Virginia Department of Transportation to donate 142 acres of
<br />surplus property to the City of Portsmouth for the creation of the Hoffler Creek Wildlife
<br />Preserve; and
<br />
<br />Whereas, as Chairman of the Chesapeake Bay Restoration Advisory Committee,
<br />and Chief Patron of the "Friend of the Chesapeake License Plate" legislation, Senator
<br />Frederick M. Quayle has been successful in directing more than $150,000 in grants to
<br />the Hoffler Creek Wildlife Preserve since the funds became available; and
<br />
<br />Whereas, Senator Frederick M. Quayle was the Chief Patron of the legislation
<br />that entitled the City of Portsmouth to the sales tax revenue generated from transactions
<br />at the Portsmouth Renaissance Hotel and this revenue was used to pay debt service on
<br />bonds issued by the City between January 1, 1998 and June 30, 1999; and
<br />
<br />Whereas, Senator Frederick M. Quayle was the Chief Patron of legislation that
<br />provided for a change in the assessment of and responsibility for service charge fees for
<br />tax-exempt property owned by the Virginia Port Authority and its instrumentalities; and
<br />
<br />Whereas, Senator Frederick M. Quayle was the Chief Patron of several
<br />Portsmouth City Charter amendments including the 2011 Charter Amendment that
<br />entailed a complete overhaul of the City's Charter; and
