541 As you ~now~ staff has been working very closely with the PARC Place Shelter te identify additional~support~funds.3 Th~ Emergency Shel%er Grant could, not have comecat a~better time., ~ HUD's mandate to localities receiving Emergency~$he~ter.Grant funds is~that ~they',use~the moneyas quickly as.possible so that the homeless may benefit. I have directed staff to expedite HUD's directive; A~total.of~$25,000 will be awarded to PARC/Place and $3,000~to the~HER Shelter~ Both sub-recipients will'use the fund~ to cover'operating and related expenses~ -~! ~3~--~ The total grant award of $28,000 in federal 'f~nds~represents 50% of the project costs. The required 50% local match will be through in+kind contributions progided'by PARC Ptace~and a 50% ($3,000) cash match provided by the HER Shelter. I recommend approval of the' project and the transfer of $31,000 from t~e Grants Contingency Account to support the programs." On m6tion of Mrs;~Lucas and'seconded by Mr~ Simpson, that authorization be granted to~transfer~$31~008~from the ~Grants Contingency Account~ as requested~ and wa~adopted~by'6-0-1 (Abstaining-Webb) vote. Mrs.~Webb abstained because of association with the HER Shelter. 87-533 - Letter from the~City Manager recommending adoption of a motion to transfer $11,278 from the Grants Contingency Accoun~for the Help~&~Emer~ncy~Response Shelter to make repairs and~improve~the facility~ ~ '~ ~ '~ "I have just~been n~t~fied by Mr. Neal Barber, Director of the Virginia ~epartment~'of ~Housin~ &~ Community Development, of an additional grant of $5,639 for the Help & EmergencyrResponse (HER Shelter. AS~yeu may re~alT~,~you~ auther~zed th~ submission of thi: grant request in April, 1987, and we received a grant award of $9,480~ in September,~1987. ~ - ~ The grant funds will be used to improve the shelter, including the repair of the plumbing; replacement of drywall; and the purchase of so~e yard equipment''a~d h~usehold tools. The Emergency Shelter Care Grant Program will provide an additiona~'$~,639~ in-~Btate~.f~nds for the projeEt, and ~ahe HER Shelter will provide $5,639 as the required 50% i~-kind match the Shelter's operating budget. The City is not obligated for of the project costs.
