The <br />1988 Legislative Proposals as enclosed~ clearly articulate the. <br />priorities_as established by City-CounCil.~, ,They emphasize~key <br />funding issues andgeneral laws which ~eed to-be addressed. <br /> <br /> I pledge to yoU-continued s~af~ support in achieving the <br />recommendations outlined in, our legis!ative agenda. ~We are <br />extremely fortunate to have~.representatives in,Richmond who..are <br />responsive to our local need, and I want to thank them for <br />their hard work.' .- ~' ~ ~ .~._ <br /> <br /> I recommend City Council!s~formal.~adoption of~the 1988 <br />Legislative Proposals." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas~ to approve <br />the 1988 Legislative Proposals, and was adopted by unahimou$ <br />vote. _ · <br /> <br /> 87-535 ~ Letter from the City Manager recommending <br />adoption of an ordinance'to amend Section 6-8 of Chapter <br />the City Code pertaining to buildings. <br /> <br /> "It has been brought to my attention by Councilman Corprew <br />that house movers havebeen reluctant to finish the jObr after <br />they have been hired by citizens and the building has been <br />moved. Certainly, some protection to the citizen, if at all <br />possible, should be given by the~municipality~ <br /> <br /> Attached is an ordinance prepared by the City Attorney <br />amend Section 6-8 of the City Code to require the contractor <br />when movin~ a building or structure to post a bond to ensure <br />that the work he contracts would be Completed. Such a bond <br />would be posted when the contractor acquires ther necessary <br />building permit. It is hoped that th~s action would give some <br />protection to our citizens from unscrupulous con,tractors." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray$ the <br />following ordinance was adopted, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND SECTION 6-8 OF CHAPTER 6 OF THE <br /> CODE THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS AMENDED, <br /> PERTAINING TO BUILDING." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Ho{ley <br />Nays: None . ~ <br /> <br />NEW BUSINESS - <br /> <br /> 87-536 - Councilman Gray offered the following nominations <br />for appointments to the following Boards/Commissions: <br /> <br />Planning Co~missi6n <br /> <br /> Charles P. Anderson, to be appointed tp fill an unexpired <br />term, endin~ January 1, 1989; replacing Robert J. H~nn. <br /> <br />Board~6~i~a~io~6f-p16~be~s <br /> <br /> William H. Ellsworth, to be reappointed for a two year <br />term, effective January 1, 1988; James Gray and William L. <br />Dorn, Sr., to be appointed for a term of two years, effective <br />January 1, 1988; replacing Edward Clark and Bruce N. Whitlow. <br /> <br /> <br />
