<br />September 27.2011 <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,550 FROM THE <br />BUSINESS CONSORTIUM FOR ARTS SUPPORT AND APPROPRIATING SAID <br />FUNDS IN THE FY 2011-12 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />MUSEUMS IN SUPPORT OF THE 2012 OUTDOOR SCULPTURE EXHIBIT." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 405 - Adoption of an ordinance accepting a grant in the amount of $60,039 <br />under the federal Child Welfare and Adoption Assistance Act of 1980 from the <br />Virginia Department of Social Services and appropriating said funds in the FY <br />2011-12 Social Services Fund to provide training for foster care workers and <br />adoptive parents and families. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. Title IV-E Training Program was created as part of the Child Welfare and Adoption <br />Assistance Act of 1980 (P. L. 96-272). It is a major source of funding to educate and train <br />child welfare workers who provide foster care and adoption services. <br /> <br />Discussion: <br />. The Virginia Department of Social Services approved the FY12 Title IV-E Pass- <br />Through Training Plan for Portsmouth Department of Social Services, which includes <br />$175,000.00 to provide training and educational classes to foster and adoptive <br />parents/families. In addition, the funding will be used to provide training to new workers <br />and on-going training for existing workers. <br /> <br />Financial Impact: <br />. Of the $175,000 total program budget, $60,039 will be funded by Title IV-E and the <br />balance is funded by a local match of $114,961.00 (65.69%). The local match is included <br />in the FY12 Department of Social Services budget under Services Administration. <br />. The grant expenditures are as follows: <br />o Pre-service Training for Resource Parents <br />o In-service Training for Resource Parents <br />o New Worker Training <br />o On-going Worker Training <br />Total <br /> <br />$70,000.00 <br />61,000.00 <br />9,000.00 <br />35,000.00 <br />$175,000.00 <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The responsibility of overseeing the Title IV-E Training Program will rest with the <br />Department of Social Services of the City of Portsmouth. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $60,039 UNDER THE <br />FEDERAL CHILD WELFARE AND ADOPTION ASSISTANCE ACT OF 1980 FROM <br />THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING <br />SAID FUNDS IN THE FY 2011-12 SOCIAL SERVICES FUND TO PROVIDE <br />TRAINING FOR FOSTER CARE WORKERS AND ADOPTIVE PARENTS AND <br />FAMILIES." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
