<br />September 27.2011 <br /> <br />11 - 406 - Adoption of an ordinance accepting a grant in the amount of $46,896 <br />from the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office and appropriating <br />said funds in the FY 2011-12 Grants Fund for use by the Police Department for a <br />Comprehensive Speed, Driving Under the Influence, and Passenger and <br />Commercial Motor Vehicle Occupant Restraint Enforcement program. Vision <br />Principles: Thriving Neighborhoods and a Sense of Community, and Pride of <br />Past, Promise of Future. <br /> <br />Background: <br />. The Portsmouth Police Department has been awarded grant funding in the <br />amount of $46,896 from the US Department of Transportation (DOT) National Highway <br />Traffic Safety Administration (NHTSA) through the Virginia Highway Safety Office. The <br />funds will be used for Comprehensive Speed, Driving under the Influence <br />(DUI)/Passenger Vehicle and Commercial Motor Vehicle (CMV) Occupant Restraint <br />Enforcement. <br />. Since estimated revenue in the FY 2011-2012 Grants Fund is increased by $46,896, <br />that amount will be appropriated in the FY 2011-2012 Grants Fund. <br /> <br />Discussion: <br />. The purpose of the Comprehensive Speed, (DUI) I Passenger and (CMV) Occupant <br />Restraint Enforcement (DMV FY 2012) grant is for Portsmouth Police Department to <br />significantly increase seatbelt usage by Commercial Motor Vehicles (CMV)s. <br />Additionally our intent is to reduce traffic crashes, that have the potential of injuries, via <br />seatbelt usage through educational efforts, rigorous enforcement and the building of <br />cooperative partnerships. <br />. The funds received will enable Portsmouth Police Department to provide <br />overtime payments for conducting check points, problem area saturation patrols and <br />purchasing associated equipment to be utilized by the PPD. <br /> <br />Financial Impact: <br />. The grant award amount of $46,896 by the Department of Motor Vehicles (DMV) <br />provides funding for the Portsmouth Police Department. The City does have to provide <br />an in-kind match of $9,379.20. There is no obligation from the City once the grant has <br />ended. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate the amount of $46,896 in grant funding <br />from the US Department of Transportation (DOT) National Highway Traffic Safety <br />Administration (NHTSA) through the Virginia Highway Safety Office to the Portsmouth <br />Police Department. The purpose of the grant is to provide funds for overtime payment, <br />conducting checkpoints, saturation patrols and the purchase of specialized equipment <br />to be utilized in the areas of Comprehensive Speed, (DUI) I Passenger and (CMV) <br />Occupant Restraint Enforcement.
