<br />September 13. 2011 <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $112,412 from <br />the Department of Justice - Bureau of Justice Assistance to provide funds for <br />technology, equipment along with continued funding to support the Drug Court Program. <br /> <br />Discussion: <br />. The FY2011 Justice Assistance Grant will be used to provide funding for <br />equipment, technology initiatives that will improve the Portsmouth Police Department's <br />ability to respond to incidents within the City. Additionally funds will be used to support <br />the Adult Drug Court programs within the Circuit Court. <br /> <br />Financial Impact: <br />. The grant award amount is $112,412 of Department of Justice funds for the <br />Portsmouth Police Department. The City does not have to provide any match monies <br />and there is no obligation from the City once the grant has ended. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate the $112,412 from the Department of <br />Justice grant to provide funds for technology, equipment along with continued funding to <br />support Drug Court Program to the Portsmouth Police Department. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $112,412 FROM THE <br />U.S. DEPARTMENT OF JUSTICE AND APPROPRIATING SAID SUM IN THE FY <br />2011-12 GRANTS FUND TO PROVIDE FUNDS FOR TECHNOLOGY AND <br />EQUIPMENT TO THE PORTSMOUTH POLICE DEPARTMENT AND CONTINUED <br />FUNDING IN SUPPORT OF THE DRUG COURT PROGRAM IN THE PORTSMOUTH <br />CIRCUIT COURT." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 378 - Adoption of an ordinance accepting a grant in the amount of $181,868 <br />from the U.S. Department of Homeland Security through the Commonwealth of <br />Virginia Department of Emergency Management and appropriating a total sum <br />of $242,490 in the FY 2011-12 Grants Fund for the purchase of equipment to <br />perform identification, detection and neutralizing of improvised explosive <br />devices and to effect rescue operations related to port security. Vision <br />Principles: World Class Maritime Center and Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Police Department has been awarded grant funding in the <br />amount of $181,868 from National Preparedness Directorate, United States Department <br />of Homeland (DHS) Security though the Virginia Department of Emergency <br />Management (VDEM) to provide funds to purchase IED/WMD/CBRNE Detection and <br />Response (Special Mission) Vehicle for Portsmouth Police Department. This grant <br />requires a 25% cash match of $60,622 for a total amount of $242,490. <br />. Since estimated revenue in the FY 2011-2012 Grants Fund is increased by <br />$242,490, that amount will be appropriated in the FY 2011-2012 Grants Fund. <br />. The purpose of the FY 2009 Port Security Grant Program (PSGP) is to create a <br />sustainable, risk-based effort to protect critical port infrastructure from terrorism, <br />particularly attacks using explosives and non-conventional threats that could cause <br />major disruption to commerce. <br />
