<br />September 13. 2011 <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 376 - Adoption of an ordinance accepting a Hazardous Materials Pass-Thru <br />Funds grant in the amount of $30,000 from the Virginia Department of Emergency <br />Management and appropriating said sum in the FY 2011-12 Grants Fund to be <br />used for equipment, training, and acquiring technical expertise in dealing with <br />hazardous materials. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. Each year the Virginia Department of Emergency Management (VDEM) provides <br />the Portsmouth Fire, Rescue, and Emergency Services with funds for the Southside <br />Regional Hazmat Team. The City of Portsmouth is the lead agency for this regional <br />team. <br />. When the Southside Regional Hazardous Materials Team was initially organized, <br />none of the other cities offered to be the lead team. Portsmouth volunteered and has <br />been the lead team since that time. <br />. The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br />. Portsmouth is required to have a minimum of seven people ready to respond to <br />an incident within the region at any given time. <br /> <br />Discussion: <br />. As the lead team in Southside Virginia, Portsmouth is more capable of serving <br />citizens, businesses, and visitors in Portsmouth, as well as, assists the region in the <br />event of a hazardous materials incident. <br /> <br />Financial impact: <br />. These grant funds require no cash match. <br /> <br />Recommended Action: <br />. Adoption of the ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Acquire necessary equipment and training to maintain the level of expertise <br />needed as the lead agency for the Southside Regional Hazmat Team. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A HAZARDOUS MATERIALS PASS-THRU FUNDS <br />GRANT IN THE AMOUNT OF $30,000 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID SUM IN THE FY 2011- <br />12 GRANTS FUND TO BE USED FOR EQUIPMENT, TRAINING, AND ACQUIRING <br />TECHNICAL EXPERTISE IN DEALING WITH HAZARDOUS MATERIALS." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 377 - Adoption of an ordinance accepting a grant in the amount of $112,412 <br />from the U.S. Department of Justice and appropriating said sum in the FY 2011-12 <br />Grants Fund to provide funds for technology and equipment to the Portsmouth <br />Police Department and continued funding in support of the Drug Court Program <br />in the Portsmouth Circuit Court. Vision Principles: Thriving Neighborhoods and <br />a Sense of Community and Bold New Directions. <br />
