<br />September 13. 2011 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 13, 2011, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes <br />of a Called Meeting of August 22, 2011, of a Called Meeting of August 23, 2011, of a <br />Regular Meeting of August 23, 2011, and of a Called Meeting of September 6, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />11 - 375 - Adoption of an ordinance to appropriate in the FY 2011-12 Social <br />Services Fund the sum of $9,831 awarded to the Portsmouth Department of <br />Social Services by the United Way of South Hampton Roads to provide <br />emergency shelter assistance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. The National Emergency Food and Shelter Program were established to <br />supplement the work of local social service organizations to help people in need of <br />emergency assistance. <br /> <br />Discussion: <br />. The Department of Social Services was awarded $9,831 by the United Way of <br />South Hampton Roads to aid in providing eligible citizens of Portsmouth with <br />emergency assistance in their time of need. Eligible expenses include utility payments, <br />rent and mortgage assistance. This additional layer of assistance will help keep families <br />together. The department has been receiving this award since 2008. <br /> <br />Financial Impact: <br />. There is no City cash match required. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and <br />a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The responsibility of overseeing the National Emergency Food and Shelter <br />Program, Phase 29 will rests with the Department of Social Services of the City of <br />Portsmouth. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE IN THE FY 2011-12 SOCIAL SERVICES FUND <br />THE SUM OF $9,831 AWARDED TO THE PORTSMOUTH DEPARTMENT OF <br />SOCIAL SERVICES BY THE UNITED WAY OF SOUTH HAMPTON ROADS TO <br />PROVIDE EMERGENCY SHELTER ASSISTANCE." <br />
