Wood, Jr., 4504 Ibis Court, representing the <br />Chamber of Commerce, spoke in support of the Priority Action <br />Plan for Effingham Street, and downtown revitalization. <br /> <br /> 88-16 - Cameron C. Pitts, 4816 Mallard Cres., <br />lng the Railroad Relocation Task Force, presented <br />recommendations of the Task Force. <br /> <br /> rep~esent- <br />a report and <br /> <br /> 88-17 - Jesse H. Overton, 82 Ericsson Street, spoke <br />concerning the Board of Zoning Appeals. <br /> <br /> 88-18 - Helen Hampton Jones, 1006 Robinson Road, repre- <br />senting the Central Civic Forum, spoke concerning the <br />Bide-A-Wee ~ease, drug abuse in black neIghborhoods, police <br />protection in the black neighborhoods, and blacks on Boards a~d <br />Commissions. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Corprew; <br />requested the report on Bide-A-Wee be furnished to the Council <br />at the next Council meeting on January 26, 1988, and was <br />adopted by unanimous vote. <br /> <br /> 88-19 - Bill Watson, 200 Gee Street, representing the <br />Highland-Bittmore Civic League, spoke concerning the purchase <br />of the property at 715 Summers Place, for a recreation center. <br /> <br /> 88-20 z Charles S. Jenkins, 4104 Sunkist Road, Chesapeake, <br />representing merchants on County & Effingham Streets, spoke <br />concerning the redevelopment plan for the area. He presented a <br />drawing for rebuilding of the area, and asked for help for <br />business that would be effected by the plan. <br /> <br /> Richard J. Brown, 822 County Street, requested <br />merchants in the redevelopment plan for Effingham & <br />Streets be allowed to keep their businesses. <br /> <br />that the <br />County <br /> <br />88-21 - Shirley Hines, requested five additional minutes. <br /> <br /> Motion of Mr. Williams @nd ~seconded by Mr. Corprew that <br />the speaker be granted five additional minutes. <br /> <br /> Substitute motion of Mr. Barnes, that the speaker separate <br />the items on her agenda, died due to the lack of a second~ <br /> <br /> Original motion of Mr. Williams, was defeated by the <br />following vote: <br /> <br />Ayes: Corprew, Williams <br />Nays: Barnes, Gray, Lucas, Simpson, Webb <br /> <br /> Shirley Hines, 56 Riverview Avenue, representing the <br />Coalition of Business Owners, spoke concerning the Priority <br />Action Program for Effingham & County Streets, and the <br />Bide-A-Wee lease. <br /> <br /> Motion of Mr. Williams and seconded by Mr. <br />the speaker be granted five additional minutes <br />finish the presentation, and was defeated by a <br /> <br />Corprew that <br />to allow her to <br />2-5 vote. <br /> <br /> <br />
