570 <br /> <br /> 88-32 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $31,621 from the Capital <br />Improvement Fund for improvements to the lighting standards <br />along the seawall from the North Harbor to its terminus south <br />of the Virginia Chemicals Building. <br /> <br /> "Tne 1987-92 Capital Improvement Program includes funds <br />for the ongoing maintenance and repairs to the seawal'l <br />structure, deck and utilities. Phase I of this two-phase <br />pro3ect includes rewiring all existing lighting standards on <br />the seawall from the North Harbor south to the walkway~s <br />terminus. In addition, we propose to replace eight existing <br />lights with Olde Towne fixtures adjacent to Riverfront Park and <br />fronting the proposed Kings Crossing project. ~Tb~ese <br />improvements are warranted because of deteriorating, undersized <br />and disturbed wiring caused by the natural elements and <br />construction improvements adjacent to the seaw~all. Phas~ II <br />will consist of rewiring all lighting standard~ in the~North <br />Harbor, installing five additional lights and providing and <br />additional power panel, if feasible, to~ serve ?ortside events. <br /> <br /> Bids were received for Phase I on January 6, 1988. The <br />bids received were competitive and favorable with today's <br />construction costs (see Attachment 1). The total 'anticipated <br />project cost (including contingencies, administration and <br />inspection) is $31,621.00. The total anticipated project cost <br />is calculated as follows: <br /> <br />Construction Contract (Daystar Electric, <br />City Supplied Lighting Standards <br />Contract Administration & Inspection <br />Engineering <br />Contingencies <br /> <br />Inc.) <br /> <br />$13,224.01 <br />s 8,296.00 <br /> 4,400.00 <br />$ 2,700.99 <br />S 3,000.00 <br /> <br />TOTAL ANTICIPATED PROJECT COST <br /> <br />$31,621.00 <br /> <br /> The City Engineer recommends award of a contract to the <br />low bidder, Daystar Electric, Inc., and appropriation of the <br />necessary funds for Phase I. I, therefore, concur and <br />recommend City Council's approval." <br /> <br /> On motion of Mr. Simpson and seconded by Mr. Barnes, The <br />fcllowing ordinance was approved on first reading, and was <br />adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $31.621.00 <br />IMPROVEMENT FUND FOR PORTSMOUTH SEAWALL <br />PHASE I." <br /> <br />FROM THE CAPITAL <br />LIGHTING PROJECT <br /> <br /> 88-33 Letter from the City Manager recommending adoption <br />of an ordinance to close a portion of Randolph Street and <br />Seventh Street. <br /> <br /> "Abex Corporation has made application to close a 10 foot <br />wide portion of Randolph Street and an eleven foot wide portion <br />of Seventh Street. <br /> <br /> The viewers previously appointed by Council have <br />recommended approval of the application. The Planning <br />Commission concurs in this recommendation. <br /> <br /> I recon~aend adoption of the ordinance closing a portion of <br />Randolph Street and Seventh Street." <br /> <br /> <br />
