569 <br /> <br />January 26, 1988 <br /> <br /> Of the approximate $1.2 million slated for street and <br />drainage improvements, the City Engineer recommends Sl15,000 be <br />appropriated for final survey work and engineering design. <br /> <br /> I, therefore, concur and recommend appropriation of the <br />necessary funds." <br /> <br /> On motion of Mr. Simpson and seconded by Mrs. Lucas, the <br />following ordinance was approved on first reading, and was adopted <br />by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $115,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR FINAL SURVEYING AND ENGINEERING <br />DESIGN FOR BRIGHTON/SOUTH PORTSMOUTH DRAINAGE AND STREET <br />IMPROVEMENTS." <br /> <br /> 88-31 - Letter from the city Manager recommending adoption of <br />an ordinance to appropriate $492,000 from the Capital Improvement <br />Fund for installation of underground facilities for the Effingham <br />corridor from 1-264 to London Boulevard. <br /> <br /> "The 1987-92 Capital Improvement Program authorizes $3.4 <br />million in FY 87-88 and FY 88-89 for Streetscape improvements in <br />the downtown area. The plans were to complete the Effingham <br />corridor from 1-264 to London Boulevard followed by High Street <br />from Washington to Chestnut Streets. <br /> <br /> Completing the Effingham section will first necessitate <br />Virginia Power converting their facilities underground prior to a <br />contract to the Streetscape portion being initiated. A projected <br />time frame for completion of the work is 11 months from an auth- <br />erization to proceed. <br /> <br /> To continue the momentum of the Streetscape program, the <br />Engineering staff proposes to advertise a contract for completion <br />of public improvements on High Street from Washington to Chestnut <br />Streets this Spring while Virginia Power is completing their work. <br />A contract for the Effingham portion~would then follow in the Fall <br />of 1988, assuming Virginia Power is on schedule. The estimates <br />from Virginia Power and C & P to install underground utilities is <br />listed below. The majority of C & P Telephone Company's lines are <br />underground at this time which is the reason for the disparity in <br />the estimates as follows: <br /> <br />Virginia Power <br />C & P Telephone Company <br />15% Contingencies <br /> <br />$397,500 <br />$ 30,000 <br />$ 64,500 <br /> <br />TOTAL ANTICIPATED COST <br /> <br />$492,000 <br /> <br /> The City Engineer recommends appropriation of $477,000 and <br />permission to authorize Virginia Power and C & P Telephone to <br />proceed. I, therefore, concur and recommend appropriation of the <br />necessary funds and permission to authorize the respective utilit' <br />companies to proceed with installation of underground utilities." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Simpson, the <br />following ordinance was approved on first reading, and was <br />by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $492,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR INSTALLATION OF UNDERGROUND UTILITIES <br />FOR THE EFFINGHAM CORRIDOR FROM 1-264 TO LONDON BOULEVARD." <br /> <br /> <br />
