I, therefore, concur and recommend appropriation of the necessary funds." On motion of Mr. Simpson and seconded by Mrs. Lucas, the following ordinance was approved on first reading, and was adopted by unanimous vote: "AN ORDINANCE TO APPROPRIATE $115,000 FROM THE CAPITAL IMPROVEMENT FUND FOR FINAL SURVEYING AND ENGINEERING DESIGN FOR BRIGHTON/SOUTH PORTSMOUTH DRAINAGE AND STREET IMPROVEMENTS." 88-31 - Letter from the city Manager recommending adoption of an ordinance to appropriate $492,000 from the Capital Improvement Fund for installation of underground facilities for the Effingham corridor from 1-264 to London Boulevard. "The 1987-92 Capital Improvement Program authorizes $3.4 million in FY 87-88 and FY 88-89 for Streetscape improvements in the downtown area. The plans were to complete the Effingham corridor from 1-264 to London Boulevard followed by High Street from Washington to Chestnut Streets. Completing the Effingham section will first necessitate Virginia Power converting their facilities underground prior to a contract to the Streetscape portion being initiated. A projected time frame for completion of the work is 11 months from an auth- erization to proceed. To continue the momentum of the Streetscape program, the Engineering staff proposes to advertise a contract for completion of public improvements on High Street from Washington to Chestnut Streets this Spring while Virginia Power is completing their work. A contract for the Effingham portion~would then follow in the Fall of 1988, assuming Virginia Power is on schedule. The estimates from Virginia Power and C & P to install underground utilities is listed below. The majority of C & P Telephone Company's lines are underground at this time which is the reason for the disparity in the estimates as follows: Virginia Power C & P Telephone Company 15% Contingencies $397,500 $ 30,000 $ 64,500 TOTAL ANTICIPATED COST $492,000 The City Engineer recommends appropriation of $477,000 and permission to authorize Virginia Power and C & P Telephone to proceed. I, therefore, concur and recommend appropriation of the necessary funds and permission to authorize the respective utilit' companies to proceed with installation of underground utilities." Motion of Mrs. Lucas and seconded by Mr. Simpson, the following ordinance was approved on first reading, and was by unanimous vote: "AN ORDINANCE TO APPROPRIATE $492,000 FROM THE CAPITAL IMPROVEMENT FUND FOR INSTALLATION OF UNDERGROUND UTILITIES FOR THE EFFINGHAM CORRIDOR FROM 1-264 TO LONDON BOULEVARD."
