Motion of Mr. Simpson and seconded by Mr. Barnes, that Gordo~ <br />Tayloe, representing Abex Corporation be allowed to speak, and wa~ <br />adopted by unanimous vote. <br /> <br /> Gordon Tayloe, Central Fidelity Bank Building, Attorney for <br />Abex Corporation spoke in support of the closure. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, the following <br />ordinance was adopted on first and final reading, and by the <br />following vote: <br /> <br /> "AN ORDINANCE CLOSING A PORTION OF RANDOLPH STREET AND <br /> SEVENTH STREET." <br /> <br /> Aye~s:~Barnes, Corprew, Gray, Lucas, Simpson, Williams, Webb <br /> Nays: None <br /> <br />of <br /> <br /> 88-34 Letter from the City Manager recommending withdrawal <br />an ordinance to close a portion of First Street. <br /> <br /> "With construction of the second Downtown Tunnel, a portion <br />of First Street was closed. ~The area in question is leased to thc <br />Virginia Department of Transportation and according to Mr. C. A. <br />Nash, Jr., District Engineer, the State will need the property <br />the next thirty-six to forty-eight months (necessitating that the <br />road be closed). <br /> <br /> As you are aware, the city has several major projects under <br />consideration which will have an impact on whether or not First <br />Street will be reopened. These projects are the proposed museum <br />and development of the old Coast Guard Base. From discussions <br />with City staff, as well as the Executive Director of the <br />Portsmouth Redevelopment and Housing Authority, it is felt to be <br />premature to make a decision regarding the closure of First Street <br />at this time. As such, I recommend withdrawal of the ordinance <br />closing a portion of First Street until such a time that these <br />development plans can be finalized." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Simpson, <br />that the ordinance ~ ~ose a port.ion Of ~irsi~ Stre~ <br />.be~±~h~wn,~ and by the following vote. <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Williams, Webb <br />Nays: None <br /> <br /> 88-35 - Letter from the City Manager recommending adoption <br />an ordinance to clo~e a portion of Kayton Avenue. <br /> <br /> "Clyde E.
