568 Mrs. Lucas requested that Mr. Bristow, inform the Golf Association of the deficit of the golf courses and to help the City at budg.et time. Motion of Mr. Williams and seconded by Mr. Corprew, to go into executive session for consultation with the City Attorney on legal matters related to golf, and was denied by the following vote: Ayes: Corprew, Williams Nays: Barnes, Gray, Lucas, Simpson, Webb 87-523 - Rezoning and use permit applications: (a) Z 87L2~ DOWNTOWN NEIGHBORHOOD - Rezonlng application of the Faith Deliverance Christian Center, by Barbara M. Amos, Trustee/Minister, to rezone property at 608 Effingham Street; from Downtown D-1-M to Downtown D-l-P, deferred from the Public Hearing of December 8, 1987. Rev. Barbara Amos, P. O. Box F, representing Faith Deliverance Christian Center, spoke on Z 87-26 and UP 87-27, and inquired about the status of the applications, if the items are not to be deferred, then requested approval of the applications. Motion of Mr. Gray and seconded by Mr. Williams, to defer Z 87-26 for 30 days, and was adopted by unanimous vote. (b) UP 87-27 DOWNTOWN NEIGHBORHOOD - Use Permit application of the Faith Deliverance Christian Center, by Barbara M. ~mos, Trustee/Minister, for a community outreach center/place of worship at 608 Effingham Street, deferred from the Public Hearing of December 8, 1987. Motion of Mr. Barnes and seconded by Mr. Simpson, to defer UP 87-27 for 30 days, and was adopted by unanimous vote. REPORTS FROM THE CITY MANAGER - 88-30 - Letter from the City Manager recommending adoption of an ordinance to appropriate $115,000 from the Capital Improvement Fund for final surveying and engineering design for Brighton/South Portsmouth drainage and street improvements. "City Council approved award of a contract in April 1987 to Miller-Stephenson and Associates to provide a master plan for the improvements necessary in the Brighton/South Portsmouth area. The City Engineering staff has reviewed the Master Plan and preliminary planning report for the completion of the overall Brighton/ South Portsmouth project. The consultant has estimated the total cost of improvements to be $7.7 million. At this time, the consultant is ready to proceed with final plans for Phase I, which includes installation of a major drainage outfall, which will serve Phase I as well as subsequent phases, and five blocks of street, drainage, and utility improvements (see attachment). We anticipate advertisement for construction in July 1988.
