568 <br /> <br /> Mrs. Lucas requested that Mr. Bristow, inform the Golf <br />Association of the deficit of the golf courses and to help the <br />City at budg.et time. <br /> <br /> Motion of Mr. Williams and seconded by Mr. Corprew, to go <br />into executive session for consultation with the City Attorney <br />on legal matters related to golf, and was denied by the <br />following vote: <br /> <br />Ayes: Corprew, Williams <br />Nays: Barnes, Gray, Lucas, Simpson, Webb <br /> <br />87-523 - Rezoning and use permit applications: <br /> <br />(a) Z 87L2~ <br /> <br />DOWNTOWN NEIGHBORHOOD - Rezonlng <br />application of the Faith Deliverance <br />Christian Center, by Barbara M. Amos, <br />Trustee/Minister, to rezone property <br />at 608 Effingham Street; from Downtown <br />D-1-M to Downtown D-l-P, deferred from <br />the Public Hearing of December 8, 1987. <br /> <br /> Rev. Barbara Amos, P. O. Box F, representing Faith <br />Deliverance Christian Center, spoke on Z 87-26 and UP 87-27, <br />and inquired about the status of the applications, if the items <br />are not to be deferred, then requested approval of the <br />applications. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Williams, to defer <br />Z 87-26 for 30 days, and was adopted by unanimous vote. <br /> <br />(b) UP 87-27 <br /> <br />DOWNTOWN NEIGHBORHOOD - Use Permit <br />application of the Faith Deliverance <br />Christian Center, by Barbara M. ~mos, <br />Trustee/Minister, for a community <br />outreach center/place of worship at <br />608 Effingham Street, deferred from the <br />Public Hearing of December 8, 1987. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Simpson, to defer <br />UP 87-27 for 30 days, and was adopted by unanimous vote. <br /> <br />REPORTS FROM THE CITY MANAGER - <br /> <br /> 88-30 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $115,000 from the Capital <br />Improvement Fund for final surveying and engineering design for <br />Brighton/South Portsmouth drainage and street improvements. <br /> <br /> "City Council approved award of a contract in April 1987 <br />to Miller-Stephenson and Associates to provide a master plan <br />for the improvements necessary in the Brighton/South Portsmouth <br />area. The City Engineering staff has reviewed the Master Plan <br />and preliminary planning report for the completion of the <br />overall Brighton/ South Portsmouth project. The consultant has <br />estimated the total cost of improvements to be $7.7 million. <br /> <br /> At this time, the consultant is ready to proceed with <br />final plans for Phase I, which includes installation of a major <br />drainage outfall, which will serve Phase I as well as <br />subsequent phases, and five blocks of street, drainage, and <br />utility improvements (see attachment). We anticipate <br />advertisement for construction in July 1988. <br /> <br /> <br />
