<br />AUQust 23. 2011 <br /> <br />Discussion: <br />. The regional plan shows that Portsmouth has adequate supply to meet projected <br />demands through at least 2050. We have plans in place to deal with drought conditions <br />should they arise and the ability to supplement our supply in drought conditions through <br />a contract with the City of Norfolk. <br />. The localities in the Hampton Roads region have developed a coordinated <br />approach to water supply planning and resource management that will benefit the <br />region in future years. <br /> <br />Financial Impact: <br />. There is no financial impact with approval of this water supply plan. No <br />additional funds are required. <br /> <br />Recommended Action: <br />. Conduct a public hearing. Forward any comments received to HRPDC. <br />. Adoption of proposed resolution. Vision Principles: Bold New Directions and a <br />Robust and Prospering Economy. <br /> <br />Next Steps following City Council Action: <br />. Staff will forward the approved resolution to HRPDC for submittal with the <br />regional plan to the Commonwealth. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION APPROVING THE REGIONAL WATER SUPPLY PLAN DEVELOPED <br />BY THE HAMPTON ROADS PLANNING DISTRICT COMMISSION. <br /> <br />WHEREAS, the Commonwealth of Virginia experienced severe drought <br />conditions in 2002 for which some localities were not prepared; and <br /> <br />WHEREAS, the General Assembly has adopted legislation requiring all localities <br />to prepare a water supply plan (WSP); and <br /> <br />WHEREAS, in 2007, localities in the Hampton Roads region signed a <br />Memorandum of Agreement to develop a regional water supply plan to be prepared by <br />the Hampton Roads Planning District Commission (HRPDC); and <br /> <br />WHEREAS, the WSP developed by HRPDC requires certain elements including <br />descriptions of existing water sources, assessments of projected demand, descriptions <br />of water management actions and drought responses, and identification of potential <br />alternatives to address any projected deficits in water supply; and <br /> <br />WHEREAS, the City of Portsmouth held a public hearing on August 23, 2011 on <br />the draft regional water supply plan. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the regional water supply plan drafted by HRPDC and <br />directs that a copy of this resolution together with any comments received at the public <br />hearing be forwarded to HRPDC." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 353 - Adoption of a resolution to approve the FY 2011-12 Performance <br />Contract for the Department of Behavioral Healthcare Services. The Code of Virginia requires that local government approve the FY2012 <br />Performance Contract no later than September 15, 2011. <br />
