<br />AUQust 23. 2011 <br /> <br />WHEREAS, dam safety regulations have changed that require certain <br />improvements be made to these three earthen dams to help prevent possible erosion or <br />dam failure; and <br /> <br />WHEREAS, the Virginia Department of Conservation and Recreation and the <br />Virginia Resources Authority administer the Virginia Dam Safety, Flood Prevention and <br />Protection Assistance Fund which provides grants to defray engineering and design <br />costs for improvements needed to meet current dam safety regulations; and <br /> <br />WHEREAS, the City has been allocated a grant from this Fund in the amount of <br />$24,348 to defray the estimated engineering and design costs of $140,000 for all three <br />dams; and <br /> <br />WHEREAS, the Grant Manual requires that City Council adopt a resolution <br />requesting assistance before any grant monies can be awarded and released; and <br /> <br />WHEREAS, the balance of the costs have been appropriated in the FY 2011-12 <br />Public Utilities Capital Improvements Fund. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby requests assistance for as required in the Grant Manual for the <br />Virginia Dam Safety, Flood Prevention and Protection Assistance Fund and authorizes <br />the City Manager and/or the Director of Public Utilities submit a grant application for <br />monies available from said Fund and to take such additional actions as may be required <br />to secure said funds." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />11-351 (B): <br /> <br />"ORDINANCE TO APPROPRIATE $24,348 IN THE FY 2011-12 GRANTS FUND <br />FROM GRANT FUNDS RECEIVED FROM THE VIRGINIA DAM SAFETY, FLOOD <br />PREVENTION AND PROTECTION ASSISTANCE FUND." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 352 - Adoption of a resolution approving the Regional Water Supply Plan <br />developed by the Hampton Roads Planning District Commission. Vision <br />Principles: Bold New Directions and a Robust and Prospering Economy. <br /> <br />Background: <br />. Virginia experienced severe drought conditions in 2002 and some localities were <br />not prepared. In response, the General Assembly adopted legislation requiring all <br />localities to prepare a water supply plan (WSP). Localities in the Hampton Roads <br />region signed a Memorandum of Agreement in 2007 to develop a regional water supply <br />plan to be prepared by the Hampton Roads Planning District Commission. <br />. The WSP requires certain elements including descriptions of existing water <br />sources, assessments of projected demand, descriptions of water management actions <br />and drought responses, and identification of potential alternatives to address any <br />projected deficits in water supply. <br />. Even though this is a regional plan, each locality in the region must conduct its <br />own public hearing and adopt a resolution approving the plan. <br />
