<br />AUQust 23. 2011 <br /> <br />Discussion: <br />. The Department of Behavioral Health and Developmental Services (DBHDS), <br />issues a performance contract to each Community Services Board (CSB) on an annual <br />basis. The Performance Contract specifies the services to be rendered for the next <br />fiscal year relative to budgeted funding committed to each CSB for the funding period. <br />. Department of Behavioral Healthcare Services (DBHS) budget is approved <br />annually by City Council during the City's operating budget process. The Performance <br />Contract displays this budget in the format required by the State. <br /> <br />Financial Impact: <br />. The City must approve the Performance Contract in order to receive allocations <br />of State and Federal funds, or amounts subsequently revised by, or negotiated with the <br />DBHDS Office of Community Contracting. <br /> <br />Recommended Action: <br />. Adoption of a resolution to approve the FY2012 Performance Contract for the <br />Department of Behavioral Healthcare Services. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. If the FY2012 Performance Contract is approved, the Director of DBHS will <br />ensure DBHDS is notified that the Performance Contract was approved by City Council <br />as verified by the City Council Agenda minutes and Transmittal Notice. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION TO APPROVE THE FY 2011-12 PERFORMANCE CONTRACT FOR <br />THE DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES. <br /> <br />WHEREAS, the Virginia Department of Behavioral Health and Developmental <br />Services, formerly titled the Virginia Department of Mental Health, Mental Retardation <br />and Substance Abuse Services, annually issues a performance contract to each local <br />community services board (CSB) specifying the services to be rendered by the CSB for <br />the next fiscal year relative to funding budgeted; and <br /> <br />WHEREAS, the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services' FY 2012 Performance Contract by September 15, <br />2011. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br />Services' FY 2012 Performance Contract." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 354 - Adoption of a resolution authorizing the City Manager to execute an <br />Amended Agreement with the Elizabeth River Project and the Virginia Port <br />Authority for Paradise Creek Nature Park. Vision Principles: Bold New <br />Directions; World Class Maritime Center; Thriving Neighborhoods and a Sense of <br />Community; Lifelong Learning Community. <br /> <br />Background: <br />. In 2006, the City executed an agreement with the Elizabeth River Project (ERP) <br />and the Virginia Port Authority to develop Paradise Creek Park, a 40-acre nature park <br />off Victory Boulevard in the southeast portion of the City. In the Agreement, the Virginia <br />Port Authority (VPA) committed to construct the tidal marsh lands, ERP committed to <br />construct the park and its amenities, and the City committed to accepting ownership and <br />operation & maintenance upon completion. <br />
