<br />AUQust 23. 2011 <br /> <br />11 - 351 - Adoption of (a) a resolution requesting grant assistance from the <br />Virginia Dam Safety, Flood Prevention and Protection Assistance Fund and (b) an <br />ordinance to appropriate $24,348 in the FY 2011-12 Grants Fund from grant funds <br />received from the Virginia Dam Safety, Flood Prevention and Protection <br />Assistance Fund. Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />. The City through its Department of Public Utilities owns and operates three <br />earthen dams. These dams are located in the City of Suffolk and form Lakes Cohoon, <br />Kilby and Speights Run. These are three of the four lakes that provide drinking water to <br />the City. <br />. Dam Safety regulations have changed that require certain improvements be <br />made to these three earthen dams to help prevent possible erosion or dam failure. <br />. The Virginia Department of Conservation and Recreation (DCR) and the Virginia <br />Resources Authority (VRA) administer the Virginia Dam Safety, Flood Prevention and <br />Protection Assistance Fund. Grants are available through this fund to pay for <br />engineering and design costs of improvements needed to meet current dam safety <br />regulations. <br />. The City has been awarded a grant from this program in the amount of <br />$24,348.00. The Grant Manual requires that a City Council resolution requesting <br />assistance be submitted before any grant monies can be released. <br /> <br />Discussion: <br />. The total engineering and design costs for all three dams are estimated to be <br />$140,000.00. This grant will help defray a portion of this expense. Public Utilities will <br />pay for the balance of design and engineering services required to construct the <br />necessary improvements. This is an approved project in the FY2012 Capital <br />Improvements Program (CIP). <br /> <br />Financial Impact: <br />. Adoption of this resolution and ordinance will save the Public Utility Fund <br />$24,348.00. The remaining engineering and design costs to be paid meet the matching <br />funds requirement of the grant program. These matching funds are already <br />appropriated in the FY2012 CIP. No additional funds are required. <br /> <br />Recommended Action: <br />. Adoption of proposed resolution. Vision Principle: A Robust and Prospering <br />Economy. <br />. Resolution will be forwarded to DCR and VRA to meet grant requirements. <br />. Staff will make appropriate entries in the financial system to appropriate these <br />funds. <br />. Reimbursement request will be made to VRA to receive funds once engineering <br />and design is completed. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />11-351 (A): <br /> <br />"RESOLUTION REQUESTING GRANT ASSISTANCE FROM THE VIRGINIA DAM <br />SAFETY, FLOOD PREVENTION AND PROTECTION ASSISTANCE FUND. <br /> <br />WHEREAS, the City of Portsmouth through its Department of Public Utilities <br />owns and operates three earthen dams in the City of Suffolk that provide drinking water <br />to the City; and <br />
