<br />WHEREAS, the completion date for the project will be unaffected by the change

<br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth,
<br />Virginia that, pursuant to Section 12-183 of the City Code, the Interim Deputy City
<br />Manager /Engineer is authorized to enter into change orders in a total amount
<br />exceeding 25% of the original contract amount with Gable Signs & Graphics, Inc., and
<br />to expend the funds necessary to complete the project."

<br />11 - 330 - Adoption of ordinance appropriating $1,262,038 in the FY 2011-12
<br />General Fund from the Unassigned General Fund Balance to support the
<br />operations of the Portsmouth Sheriff's Department. Vision Principle: A Robust
<br />and Prospering Economy.
<br />
<br />Background:
<br />. The FY2012 City of Portsmouth Operating Budget for the Sheriff's Department
<br />has a total budget of $10,261,353.
<br />. The minimum total Operating Budget for the Sheriff's Department inclusive of the
<br />required amount by the Commonwealth of Virginia State Compensation Board is
<br />$11,523,391.
<br />
<br />Discussion:
<br />. The Sheriff's budget should be funded an additional $1,262,038, which would
<br />restore the salary line to the same amount approved by the State Compensation Board.
<br />
<br />Financial Impact:
<br />. The appropriation of the additional $1,262,038 to the General Fund /Sheriff
<br />Budget would be funded from the Unassigned General Fund Balance.
<br />. In accordance with the City's Fund Balance Policy, the City is required to
<br />maintain 15% of the budgeted General Fund revenues or $31,704,812.
<br />. From the projected Unassigned Fund Balance of $38,895,810 for the end of
<br />FY2011, the total Unassigned General Fund Balance available is $7,190,998.
<br />. If the additional appropriation for the Sheriff's Department were approved, then
<br />the remaining balance of the Unassigned General Fund Balance would be $5,928,960,
<br />which would be available for use for other Capital Improvement Projects (CIPs) and/or
<br />unforeseen expenditures.

<br />Recommended Action:
<br />. Adoption of the ordinance. Vision Principle: A Robust and Prospering Economy.

<br />Next Steps Following Council Action:
<br />. Upon approval, the Finance Department will transfer the funding to the Sheriff's
<br />budget.

<br />ordinance, and was adopted by the following vote:
