<br />AUQust 9. 2011 <br /> <br />Background: <br />. In 2008 a component of the Comprehensive Plan was presented to Council that <br />provided the details related to the improvement of the gateways and corridors <br />throughout the City. A plan for way finding and other signage was developed by a <br />consultant, Frazier & Associates, as a part of its work with the Urban Design <br />Committee. <br />. A contract between Gable Signs & Graphics, Inc. and the City was executed on <br />November 5,2010. The original value of the contract was $299,999.99. <br />. On February 23, 2011 an increase was made to the original contract of $106,235 <br />or 35.41 % of the contract without the required process or City Council's approval. <br />. Subsequent to the initial increase, additional changes in scope were given to the <br />contractor without the required process or City Council's approval. These changes <br />amounted to $42,780 making the total increase 49.67%. <br />. The contract's current value as amended to date is $449,014.99. <br />. The original budget for this project was established at $500,000. <br /> <br />Discussion: <br />. The total proposed value of the way finding sign contract is $449,014.99. <br />. The work of installing the signs is underway. <br /> <br />Financial Impact: <br />. Sufficient funds are available based on the amount of the original budget. No <br />additional funds are being requested to complete the project. <br /> <br />Recommended Action: <br />. Request approval to exceed the 25% limit of allowable change orders to the way <br />finding sign project being completed by Gable Signs & Graphics, Inc. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Execution of Change Orders will provide for the completion of the fabrication and <br />installation of the signs throughout the City. <br /> <br />1. Steve Carroll, 3112 Riveredge Drive, voiced his opposition with the amount of money <br />that's being spent for the signs. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE INTERIM DEPUTY CITY MANAGER/ENGINEER <br />TO APPROVE CHANGE ORDERS TOTALING MORE THAN 25% TO THE WAY <br />FINDING SIGN CONTRACT WITH GABLE SIGNS & GRAPHICS, INC. <br /> <br />WHEREAS, as part of the implementation of the City's Comprehensive Plan that <br />contains a component related to the improvement of the gateways and corridors <br />throughout the City, a plan for way finding and other signage was developed by a <br />consultant, Frazier & Associates, as a part of its work with the Urban Design <br />Committee; and <br /> <br />WHEREAS, a way finding sign contract between Gable Signs & Graphics, Inc. <br />and the City in the amount of $299,999.99 was executed on November 5,2010; and <br /> <br />WHEREAS, unforeseen changes in contract specifications and scope have <br />resulted in costs exceeding the original contract amount by $149,015; and <br /> <br />WHEREAS, the projected contract amount of $449,014.99 will exceed the <br />original contract amount by more than 25% but will still remain with the original project <br />budget of $500,000; and <br /> <br />WHEREAS, Section 12-183 of the City Code requires City Council approval to <br />exceed an original contract amount by more than 25% or $50,000, whichever is greater; <br />and <br />
