AUQust 9. 2011 (c) SNC-11-01 VICTORY VILLAGE - Ordinance granting the request of Victory Crossing Developers II L.L.C., for a street name change for the portion of Quantico Street that is currently located within Victory Village. The proposed new name is John T. Casteen, III Drive. This street is located on the western and southern boundary of the Frederick Beazley Campus of Tidewater Community College. The Comprehensive Plan calls for this area to be developed as a mixed use employment area. Vision Principle: Bold New Directions. There were no speakers. Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO CHANGE THE NAME OF QUANTICO STREET TO JOHN T. CASTEEN, 11\ DRIVE." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None - City Manager's Report - 11 - 328 - Adoption of an ordinance accepting a grant in the amount of $182,500 from the Office of the Executive Secretary of the Supreme Court of Virginia and appropriating said amount in the FY 2011-12 Grants Fund for use by the Circuit Court for the Portsmouth Adult Drug Treatment Court. Vision Principle: Thriving Neighborhoods and a Sense of Community. Background: . The Portsmouth Adult Drug Treatment Court was established to serve as an intensive treatment program for the purpose of treating nonviolent felony offenders who are dependent upon drugs and/or alcohol. Discussion: . This program was first implemented in 2000. Financial Impact: . There is no City cash match required. Staff Recommends: . Adoption of proposed ordinance. The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with the Third Judicial Circuit Court of the City of Portsmouth. Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $182,500 FROM THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE FY 2011-12 GRANTS FUND FOR USE BY THE CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG TREATMENT COURT."
