March 8, 1988 <br /> <br /> The City's ~irector of Pa~ks and Recreation, Dr. L. Pettis <br />Patton, working with the Purchasing Ageht~ ahd the PGA"Employee <br />Committee representative, Mr. Butch Liebler, developed a' <br />Request For Qualifications (RFQ) for operation of the <br />concessions at City'Park. A copy of-the announcement for the <br />RFQ is attached. Working with the PGA represent~ti~e, thee RFQ <br />was advertised locally, as well as in PGA bulletins. The <br />original advertisement for this RFQ generated only one <br />proposal. In an attempt to generate additional prop~sa-ls the <br />RFQ was ~e~dvertised.~ Once again, ~nl~y'~one proposal~ was <br />received. An internal committee consis~-i~g~of Dr~ P~tt~'n, John <br />Grook, Paul Forehand and my Assistant, Patrick J. Coffield, <br />reviewed the proposal and met with the bidder,~M.r~'J&mes S. <br />armentrout. ~ ~ ~ i~' <br /> <br /> T~he Director of~,rks and Rec~ea{~n~has indi~%ted %o me <br />that, based upon anticipated usage, the~ C~ity shou.ld~expect an - <br />increase~ of $48,000-in concession reve'nues. The prop'osed <br />agreement is for~a ~ne year period With~n~opportun~ity ~fo~'it <br />to be reviewed if both parties so desire. The~firslt year of <br />operation at the Park is extremely important and I am extremely <br />confident-that. Mr. Armentrout 'can pro~d~.~a- qu~lity~p~ogram and <br />operation at City Park. As you can see from the attached <br />proposal,~he s~ff-~as placed a ~ea't~.~eal o~ ~ph~is on <br />outlining the ~uties and responsibiti~i~s~ for~ the~@o~f Course <br />Manager. E~phas~s was also placed on the Golf Cours~Manager <br />continuing, and if possible, expanding upon ~he existing youth <br />programs. Because of the location'o~f the Conc~s~lo~ a.r~a and <br />the individuals who would use the facilities (golfers, tennis <br />players, boaters, picnickers, etc.) a requiremeint h~s"been <br />placed on the Golf Course Manager to ~ave' reas6nable, food <br />prices for'the items provided. <br /> <br /> Based upon staff's review and comments, I request <br />authorization t~ ex~c~ute an agreement with Mr. ~rme~trout for <br />the operation of the City Park Golf Complex effective April 1, <br />1988." <br /> <br /> James <br />opposition <br />Complex. <br /> <br />D. Lassiter, 508 Powhatan Avenue., spoke in <br />to the management proposal of the City Park <br /> <br />Golf <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Gray, to grant <br />authorization to the City Manager to execute an agreement with <br />Jim Armentrout for the operation of the City Park Golf Complex, <br />and was adopted by the following vote: <br /> <br /> Ayes: Corprew, Gray, Lucas, Simpson, Williams, Webb <br /> Nays:~None ~ <br /> <br /> - NEW BUSINESS - <br /> <br /> 88-105 (b) - Julio Washington~ 1720 M'a~le Avenue, <br />sanitation .worker, spoke concerning a personnel matter and a <br />grievance' h'e had filed with the City. (See exhibit 88-105 b)' <br /> <br /> Mr. Simpson asked that the matter be referred to the City <br />Manager and Mrs. Lucas asked for a report. <br /> <br /> <br />
