Due to the limited funds allocated, DBHS sought collaboration from the DSS <br />Office of Comprehensive Services to develop an innovative project to optimize the use <br />the funds. The resulting proposal targets a challenging population of children whose <br />behaviors and educational difficulties have responded positively to programming <br />provided by VOTCDC and who very likely may need and benefit from mental health <br />interventions. DBHDS has reviewed and approved the use of the funds for this <br />program. <br /> <br />Recommended Action: <br />. Adoption of the ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. If the requested appropriation is approved, the Director of BHS will implement the <br />delivery of proposed summer program in collaboration with the DSS Office of <br />Comprehensive Services and VOTCDC. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE IN THE FY 2011-12 BEHAVIORAL <br />HEAL THCARE SERVICES FUND THE SUM OF $11,290.69 ALLOCATED BY THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENT <br />SERVICES FOR THE COMMUNITY SERVICES BOARD TO PROVIDE ONE-TIME <br />CHILDREN'S MENTAL HEALTH SERVICES." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 303 - Adoption of an ordinance to appropriate projected Medicaid funds in the <br />amount of $354,000 in the FY 2011-12 Behavioral Healthcare Services Fund to <br />provide mandated Virginia Independent Clinical Assessment Program services to <br />Medicaid-recipient children requesting intensive mental health services. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Governor Bob McDonnell and the 2011 General Assembly directed Community <br />Services Boards (CSBs) to provide independent assessments of the clinical necessity <br />for specific intensive treatment services to Medicaid-recipient children effective July 18, <br />2011 for a period of at least one year. The new requirement is designed to help curtail <br />the rapid growth of Medicaid costs to the Department of Medical Services' (DMAS) <br />State Plan Option Services (SPO). CSBs will conduct assessments to determine <br />medical necessity for Intensive In-Home, Therapeutic Day Treatment, Mental Health <br />Support and Residential Services. <br /> <br />Discussion: <br />. DBHS projects approximately 1,400 Portsmouth children may require <br />assessments to determine medical necessity for intensive mental health services. <br /> <br />Projected Medicaid revenue generated from the provision of services is: <br /> <br />$354,000.00 <br /> <br />Projected expenditures for the provision of the program include: <br />.
