<br />July 26. 2011 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 26, 2011, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes <br />of a Called Meeting of July 12, 2011, of a Regular Meeting of July 12, 2011, and of a <br />Called Meeting of July 14, 2011, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda: <br /> <br />11 - 278 - Rezoning: <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinances approved on first reading at the July 12, 2011 meeting, and was adopted by <br />the following vote: <br /> <br />11-278 (b): <br />"ZONING AMENDMENT ORDINANCE Z-11-02." <br /> <br />11-278 (c): <br />"ZONING AMENDMENT ORDINANCE Z-11-03." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />11 - 302 - Adoption of an ordinance to appropriate in the FY 2011-12 Behavioral <br />Healthcare Services Fund $11,290.69 allocated by the Virginia Department of <br />Behavioral Health and Development Services for the Community Services Board <br />to provide one-time children's mental health services. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Virginia Department of Behavioral Health and Development Services <br />(DBHDS) Commissioner James Stewart allocated one time children's mental health <br />services funds to Health Planning Region (HPR) Community Services Boards (CSBs) <br />during the FY12 budget year. HPR V decided to divide the funds equally among the <br />nine CSBs, allocating $11,290.69 to the Portsmouth DBHS. Each CSB was required to <br />submit a proposal for the use of the funds for DBHDS approval. <br />. DBHS proposed a summer program for children who had been suspended from <br />school during the year to include academic and socialization programming as well as <br />outreach and intervention to children identified as needing mental health services. The <br />proposal involves collaboration by DBHS, the Portsmouth DSS Office of <br />Comprehensive Services and the Visions of Truth Community Development Corporation <br />(VOTCDC), a non profit community organization currently providing group curriculum <br />services to children suspended from school, to provide the summer program. DBHDS <br />has authorized the expenditure of these program funds prior to September 1, 2011. <br />
