"It has recently been brought to your attention by the Portsmouth/Chesapeake Board of Realtors and others that the fee from rental inspections fro newly built apartments is duplicative of other inspection fees required to obtain a certificate of occupancy. The City Attorney and I ~have reviewed this mattem and propose that Chapter 17 of the Code-be~modified to-ref~lect that incorporation of the initial rental inspection fee for newly built units on~y, be included in-the' amount paid for a building permit. Newly built units will be inspected prior to first occupancy and subsequently as vacancies occu.r. Subsequen,t inspections will be charged for at the current rate of $15. A copy of the proposed ordinance to modify the code is attached. I recommend adoption of this ordinance."
