March 22, 1988 "The 1987-92 Capital Improvement Program includes funds for the construction of public improvements for the PortCentre site. Phase IIA includes portions of Lincoln and First Streets (See attached ~aP). The b~ds WeMe competitive but eXceeded the fundsl av~ilabl%. The cDhtractl price represents an amount negotiatedI with ~the l~w bidder by eliminating items of work which wil~ have to be completed in a later phase (see attachment).~ The .~otat~project~cost ~ ~ (including contingencies, contract administration, and inspection) is $2,05D~000, calculated as foilloWs: ~ Construction Contract, Phase IIA (A.S. Bolling) $1,808,846.50 Contingencies ~ ~ !$ 161,153.50 Contract Administration & Inspection (Funds are available from Phase I) $ 50,000.00 CSX Transportation ~ ~$ 30,~00!0.00 TOTAL ANTICIPATED PROJECT COST $2,050,000.00 The Ci[y Enginee~r recommends that a Contract be awarded to A. Stuart Bolling company, Inc. in the amount of $1,808,846.50. The Capital Improvement Program previously authorized $50,000.00 for this project; therefore, an appropriation Of $1,180,000.00 is required at this time. The balance of the amount required, $820,000.00, is a port of the Community Development'Block Gra~t Program for 1988. I, therefore, concur and recommend appropriation of the necessary funds and award of the contract t~ the low bidder." On motion of Mrs. Lucas and seconded by Mr. Simpson, the following ordinance Was approved on first reading, and award of the contract to A. Stuart Bolling Company, Inc., low bidder and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $1,180,000 FROM THE CAPITAL IMPROVEMENT FUND FOR INFRASTRUCTURE REHABILITATION INCLUDING RECONSTRUCTION OF ROADS, WATER MAINS AND STORM DRAINAGE FOR PORTCENTRE PROJECT, PHASE II A." 88-121 - Letter from the City Manager recommending adoption of an ordinance to appropriate $58.5,000 from the Capital Improvement Fund for reconstruCtion of Harper Road in the Pinners Point area. . i i ~ ~ ~ "The Virginia Department of Transportation recently approved an industrial access road grant in the amount of $442,550 for the reconstruction of Harper road in the PinnerS Point area. The 1987-92 Capital Improvement Program allocates $585,000 for this project in 1987-88, of which $142,500 would be the local share. An appropriation of $585,000~ is requested in order that we may accept the grant and initiate design work on the project. Once the design is complete and the project bid, this matter will be brought back before City CounCil for award of bid, The City's expenses Will be reimbursed by the State (up to $421,500) after completion of the project. This is the same procedure used for the City Park recreation access road project.
