Kenneth' EP. King, Pastor o~f Po~t Norfolk Bapti~st <br />Church, opened the meeting with prayer, followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Gray, minutes of <br />a calle~ .meeting Of March 7, 1988~ minutes Of the re~3ular <br />meeting of MarCh 8, ~988; and minutes~of the special, meeting of <br />March 15, -1988;~ and minutes of a special meeting of~MarCh <br />1988, to be auproved as received,~and was adopted by unanimous <br />vote. <br /> <br /> Mayor Webb welcomed all visitors in attendance. <br /> <br /> 88-115 - Presentation of PrOclamations was made by ~the <br />Mayor to the following persons: <br /> <br /> "National Fair Housing Month" rece'ived by William .H. <br />Oast, III. <br /> "Pr'event. A Litter Month" received by Connie Wallaert, <br />Susan Murphy, Robin Dockery and Louis Tafft. <br /> <br /> 88-t16 - Presentation of the "Portsmouth Medallion of <br />Honor" to William John O'Donnell. <br /> <br /> Mayor Webb presented the "Portsmouth Medallion of Honor" <br />to william Joh~ O'.Donnell for saving the life of Seaman ~nthony <br />Pratto of the USS Saratoga. . :~ <br /> <br /> 88-117 - Edwin Dispennett~S, representing the Tidewater <br />Veterans Memorial Committee presented a status report on the <br />construction of the Tidewater Veterans Memorial. <br /> <br /> 88-118 - Joint Public Hearing of the City Council and <br />Portsmouth Redevelopment and Housing Authority for the~purpose <br />of consideration of the 1988 Community Development Pro,ram for <br />the City of Portsmouth, there were present: <br /> <br /> Portsmouth RedeveloPment ~ HOusing Auth0ri%y <br /> <br />William H.
