March 22, 1988 "On behalf of the City Council and the Portsmouth Redevelopment & Housing Authority Board of Commissioners, I wish to welcome you to this ~Joint Public Hearing on the proposed 1988 Community Development Bl-ock Grant Program. Portsmouth expects to receive ~aPproximately 9 perdent less than the 1987 entitlement. Despite 'the sUbstantial reduction, Portsmouth will continue our balanced approach of funding established Community Development initiatives ~esigned to ass~ist our low and moderate income families while also supporting programs to stimulate economic development. Barbara M. Amos, P. O. Box F, Portsmouth 23705, reqUeSted that Z 87-26 and UP 87-27 be deferred for 60 days. Motion of Mr. Barnes and seconded by Mr. Simpson, to defer Z 87-26 to'the regular meeting of April 12, 1988, and by the following vote: Ayes: Barnes~ Corprew, Gray, Lucas, Simpson, Williams, Webb Nays: None (b) UP 87'27 DOWNTOWN NEIGHBORHOOD -~ Use permit application of the Faith Deliverance Christian Center, by Barbara M.
