March 22, 1988 As you are aware, the $3,000,000 1988 CD budget represents a reduction from the $3,253,000 appropriated through the 1987 CD program year. Further, I anticipate a continued reduction in funding from the federal level in future years. As a result, City Council will be faced with even greater requests to utilize local do~lars to offset the reduction in federal funds for important ongoing redev'elopment projects. A resolution approving the 1988 program and authorizing the filing of this statement is ~ncl~s~d for your consideration. I recommend your approval of the 198~ Community Development Program." - Wayne Sprinkle, 108 Yorkshire Road, representing Charlestown Mutual Homes, requested consideration of the future fro~ the CD program. funds in Motion of Mr. Barnes and seconded by Mr. Simpson, the following resolution was adopted, and by the following vote: "A RESOLUTION APPROVING THE 1988 COMMUNITY DEVELOPMENT PROGRAM OF THE CITY OF PORTSMOUTH, AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S 1988 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. WHEREAS, under the Housing and Community Development Act of 1974, as amended, financial assistance is provided to localities for undertaking and carrying out development activities; and WHEREAS, the required public hearing has been held and the City Council has reviewed the Proposed 1988 Community Development Program's Statement of Objectives, and the Use of Funds;. and WHEREAS, it is necessary that this Council take official action regarding this Program to comply with the regulations of aforementioned Act; and WHEREAS, the Council is aware of the federal regulations governing the undertaking and carrying out of activities under the Housing and Community DeveloPment Program; and WHEREAS, this Council, on behalf of the City of Portsmouth, possesses the legal authority to apply for a grant and execute the proposed program un'der the provisions of the aforementioned Act; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their position for a purpose that gives the appearance ~f being motivated by a desire f~r private gain for themselves or others, particularly those with who they have family, business or other ties; and WHEREAS, this Council has found said 1988 Community Development Program's PYoposed Statement of Objectives and Use of Funds and Uniform Displacement .Policy appropriate to meet the needs of the City and, therefore,~ acceptable~
