,25 <br /> <br />March 22~'~988 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that the 1988 Communit~ Development Program's <br />Proposed Statement of Objectives and Use of Funds and Uniform <br />Displacement~Policy having been reviewed and considered, be and <br />hereby are, approved in all res~pect~s~and t~he~City Man.ager is <br />hereby authorized to file the Final Statement of Qb3ectiVes ~and <br />Use of Funds and any additional information as may be required <br />with the Department of Eousing and Urban Development in order to <br />obtain ~he 1988 Block Grant. ~ · <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as <br />the certifying officer and authorized representative of the City <br />of Portsmouth and shall provide assurances as ~equired by the <br />regulations of~ :the Housing and Communit~y ~evetopment Act o'f 1974, <br />as amended, for the approval of the 1988 Community Development <br />Program." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Williams, Webb <br />Nays: None <br /> <br />88~126 - See letter above. .- <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, the following <br />ordinance was approved on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $2,700,000 FROM THE COMMUNITY <br /> DEVELOPMENT FUND FOR THE 1988 DEVELOPMENT PROGRAM." <br /> <br /> 88-127 - Letter from the City Manager recommending adoption <br />of a motion to accept a grant from Litter Control for Glass <br />Recycling Program. ~ <br /> <br /> "I am pleased to announce that Mse Lynn Hudson, Commissioner <br />for the Virginia Department of Waste Management, has authorized a <br />supplemental grant award of $3,050 for Portsmouth to establish a <br />glass recycling program. <br /> <br /> The Portsmouth Beautification & Clean Community Commission <br />has been very interested in promoting the recycling effort in our <br />City. Portsmouth has been a leader in the collection of alu~inum <br />and newspapers, howeVer, the City does not have a glass recycling <br />program. The projeCt is expected to generate 200 tons of glass <br />per yearf which will be purchased at $45 per ton by a local <br />recycler for resale generating $9,000 in annual revenues. The <br />revenues from the purchased glass will be used to pay the general <br />public at a rate of $40 per ton-(2 Cents/pound)~ A glass crusher <br />will be provided by the glass recycling company at no initial <br />cost. Five dollars ($5) per ton of glass collected will be used, <br />however, to reimburse the company for the glass crusher up to its <br />cost, i.e., $3,200. <br /> <br /> The grant will be used to promote recycling efforts and to <br />establish a local collection center for glass recycling. The <br />award of $3,050 representS 100% state funding and no local match <br />is required. <br /> <br /> I recommend the acceptance of this award and the transfer of <br />$12,050 from the Grants Contingency Account~", <br /> <br /> <br />
