<br />June 28, 2011 <br /> <br />11 - 260 - Adoption of a resolution authorizing the City Manager to enter into a <br />regional mutual aid agreement with the cities of Chesapeake, Franklin, Hampton, <br />Newport News, Norfolk, Poquoson, Suffolk, Virginia Beach, Williamsburg, and the <br />counties of Gloucester, Isle of Wight, James City, Southampton, Surry, and York <br />for fire fighting and rescue services. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Background: <br />. The City has been operating under formal and informal mutual aid agreements <br />with many these jurisdictions. The purpose of this process is to have one agreement for <br />fire fighting and rescue services that are recognized by all 16 jurisdictions of the <br />Hampton Roads Planning District Commission (HRPDC) for the consistent and efficient <br />sharing of resources during emergencies that stress local resources. <br /> <br />Discussion: <br />. A mutual aid agreement has been written, submitted and approved by the City <br />Attorney's Office. Copies of the agreement have also been submitted to the City <br />Manager's Office for review. <br />. This agreement will provide a means of sharing resources with all 16 HRPDC <br />jurisdictions. Agreements like these are recommended under the National Incident <br />Management System (NIMS). <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a proposed resolution. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. City Manager signs agreement. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />REGIONAL MUTUAL AID AGREEMENT WITH THE CITIES OF CHESAPEAKE, <br />FRANKLIN, HAMPTON, NEWPORT NEWS, NORFOLK, POQUOSON, SUFFOLK, <br />VIRGINIA BEACH, WilLIAMSBURG, AND THE COUNTIES OF GLOUCESTER, ISLE <br />OF WIGHT, JAMES CITY, SOUTHAMPTON, SURRY, AND YORK FOR FIRE <br />FIGHTING AND RESCUE SERVICES. <br /> <br />WHEREAS, the Portsmouth Fire Department has been operating under both <br />formal and informal mutual aid firefighting and rescue agreements with the various <br />member cities and counties of the Hampton Roads Planning District Commission <br />(HRPDC); and <br /> <br />WHEREAS, the HRPDC localities wish to reduce their commitments to a formal <br />regional mutual aid agreement; and <br /> <br />WHEREAS, agreements such as these are recommended under the National <br />Incident Management System (NIMS). <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute a regional mutual aid <br />agreement for firefighting and services with the cities of Chesapeake, Franklin, <br />Hampton, Newport News, Norfolk, Poquoson, Suffolk, Virginia Beach, Williamsburg, <br />and the counties of Gloucester, Isle of Wight, James City, Southampton, Surry, and <br />York under such terms as he deems in the best interest of the City of Portsmouth. <br />
