<br />June 14. 2011 <br /> <br />"ORDINANCE ACCEPTING A FOUR FOR LIFE EMERGENCY MEDICAL SERVICES <br />GRANT IN THE AMOUNT OF $74,797.83 FROM THE COMMONWEALTH OF <br />VIRGINIA OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2011-12 GRANTS FUND." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 237 - Adoption of a resolution authorizing the City Engineer to approve <br />change orders totaling more than 25% of the construction contract with Flint <br />Construction Company for Crawford Parkway Seawall Repairs. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The project budget was adopted by City Council on March 9, 2010 as a result of <br />the re-programming of $3,075,000 from the Holiday Inn Site Redevelopment. <br />. Flint Construction Company was the successful bidder for the seawall <br />replacement project with a bid of $1 ,623,874.50. <br />. Due to unforeseen existing conditions and additions to the contract, including <br />extension of the replacement seawall, the present contract value is $2,025,780 or <br />24.7% above the original contract amount. <br /> <br />Discussion: <br />. While the project is approaching completion this spring, there are still necessary <br />change orders resulting from underground conflicts and grading of adjacent properties <br />to minimize flooding that will require us to exceed the 25% limit on change orders by <br />approximately $75,000, but will not exceed the approved budget. No change to the <br />overall budget is being requested. <br /> <br />Financial Impact: <br />. Monies were budgeted for this project in the current capital improvements plan. <br />The current contract amount is $ 2,027,843. Sufficient funds are available in the Capital <br />Budget to cover the amount of the anticipated additional change orders. No additional <br />funds are being requested. <br /> <br />Recommended Action: <br />. Request approval to exceed the 25% limit of allowable change orders to the <br />construction contract for Crawford Parkway Seawall Repairs being completed by Flint <br />Construction Company. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY ENGINEER TO APPROVE CHANGE <br />ORDERS TOTALING MORE THAN 25% OF THE CONSTRUCTION CONTRACT <br />WITH FLINT CONSTRUCTION COMPANY FOR CRAWFORD PARKWAY SEAWALL <br />REPAIRS. <br /> <br />WHEREAS, a project budget of $3,075,000 for the Crawford Parkway Seawall <br />Repairs Capital Improvement Project was adopted by the City Council on March 9, 2010 <br />as a result of reprogramming of funds from the Holiday Inn Site Redevelopment Project; <br />and <br /> <br />WHEREAS, while Flint Construction Company was the successful bidder for the <br />seawall replacement project with a bid of $1,623,874.50, unforeseen existing conditions <br />and additions to the contract, including extension of the replacement seawall, have <br />increased the present contract value to $2,025,780 or 24.7% above the original contract <br />amount; and <br />
